About this opportunity

The Texas Workforce Commission is requesting proposals for short-duration training events for vocational rehabilitation customers under RFP 3202600171, with proposals due July 24, 2026. A mandatory VetHUB subcontracting plan with good-faith participation targets for veteran-owned and small-business subcontractors is required; monthly Progress Assessment Reports (PAR) documenting subcontracting activity are mandatory throughout the contract term, due the 5th of each month to TWCHUBINFO@twc.texas.gov.

Vendors must propose training programs across designated categories including Pre-ETS, Blind and Visually Impaired, Deaf and Hard of Hearing, and Neurodevelopmental/Autism specializations. Each training proposal requires a completed Training Specifications Form identifying the training level (introductory, intermediate, or advanced), detailed curriculum, daily activity agenda, instructor qualifications, and hands-on activities. All training must accommodate students with hearing, visual, and other disabilities through assistive technology and accessibility measures; facilities must be ADA compliant. Training may be delivered in-person or virtually, with residential options requiring documented lodging and meal plans. All instructional and support staff must undergo criminal background checks per specified security protocols.

Pricing must be submitted on a fixed cost-per-participant basis inclusive of all training materials and delivery expenses. Pricing remains firm for 180 days from the proposal deadline and throughout the contract term. Vendors must submit Form 2 (Cost Response), Form 3 (Training Specifications), Form 4 (References — three professional references with prior VR or comparable training experience), and Form 5 (Financial Questionnaire addressing bankruptcy history, loan defaults, pending transactions, ownership structure, employee count, and prior Texas state agency contract history). A Substitute W-9 and Direct Deposit Form and Execution of Response form are required.

Vendors may claim applicable Texas business preferences for service-disabled veterans, Texas-produced goods and services, and other designated preference categories. Contracts are subject to standard TWC Terms and Conditions requiring workers' compensation and commercial general liability insurance ($1 million per occurrence with Texas-licensed carriers rated "A" by A.M. Best), seven-year record retention, E-Verify compliance, compliance with the Americans with Disabilities Act and cybersecurity training requirements, and debarment and fraud certifications. TWC may terminate for convenience with 30 days' notice or immediately for cause.
