About this file
This is a Request for Proposal (RFP) issued by the Texas Workforce Commission for Short Duration Training Events for Vocational Rehabilitation (VR) Customers. The RFP solicits proposals from qualified vendors to develop and deliver short-duration training programs designed to enhance employment readiness and skills for individuals receiving VR services. The training events should address identified skill gaps and labor market demands relevant to the VR customer population. Proposals were due by the specified deadline, with evaluation and award processes to follow standard state procurement procedures. The contract term includes an initial period with potential renewal options to be negotiated based on vendor performance and continued program needs.
Pricing for training events should be submitted on a per-participant or per-program basis, with detailed cost breakdowns required for evaluation. The RFP may include set-asides for historically underutilized businesses (HUBs) or other designated vendor categories as required by Texas procurement rules. Funding for this initiative derives from the VR program budget, which is supported by federal Rehabilitation Act appropriations and state general revenue. Vendors should demonstrate experience in workforce development and training delivery, with specific attention to serving individuals with disabilities and those facing employment barriers. All training events must comply with applicable accessibility requirements and performance metrics established by the Texas Workforce Commission.
