About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes for security systems upgrades across satellite buildings under CRFQ GSD27_19, with proposals due November 5, 2026 at 1:30 PM and a mandatory pre-bid meeting on October 22, 2026 at 9:00 AM EST at the WV General Services Division, Building 4, 6th Floor Conference Room, State Capitol Complex in Charleston, West Virginia.

The scope encompasses comprehensive security system modernization across four state buildings: Building 34 at 100 Municipal Plaza in Weirton; Building 53 at 153 West Main Street in Clarksburg; Building 54 at 416 Adams Street in Fairmont; and Building 55 at 130 Stratton Street in Logan. Work includes demolition of existing security infrastructure, installation of new access control systems with multi-technology card readers, closed-circuit television cameras (ranging from 4MP dome to 12MP fisheye configurations), electric door strikes, automatic door operators, door contacts, and associated network infrastructure including fiber optic cabling (12-strand OM4 armored), CAT 6A cabling, wall-mounted security network racks (12U to 24U configurations), network switches, uninterruptible power supplies, and network video recorders. Contractors must maintain operational continuity of existing systems during phased migration, ensuring no door remains unsecured or inoperable at the end of each workday. Building 34 requires 37 card readers and 25 cameras; Building 53 includes five networked racks with fiber connectivity; Building 54 specifies five equipment racks and 96-terabyte network video recorder; Building 55 incorporates wireless panic buttons alongside standard access control. Installation details mandate compliance with fire-rated penetration standards, surge protection for exterior cameras, proper grounding and conduit routing with comprehensive labeling, and certification of all data and fiber optic installations. Contractors must coordinate with multiple state departments including the West Virginia Department of Motor Vehicles, Lottery, Department of Human Services, and Child Support Services.

Technical questions are due October 29, 2026 at 12:00 PM. The jobsite is 112 California Avenue, Building 4, 6th Floor, Charleston, West Virginia. Addendum No. 1 was posted October 14, 2026. Contact Tara Lyle, assigned buyer, at (304) 558-2544 or tara.l.lyle@wv.gov.
