About this opportunity

The Housing Authority of Salt Lake City (HASLC) is requesting bids for complete roof replacement services at Romney Plaza, a public housing property located at 475 East 900 South in Salt Lake City, under IFB 26-016, with bids due September 11, 2026, at 5:00 p.m. MDT. This is a federally assisted HUD project subject to Davis-Bacon labor standards and Section 3 employment requirements.

The scope encompasses complete tear-off of the existing roofing system to the metal deck, substrate review and authorized repairs, installation of a minimum four-inch polyisocyanurate insulation (or equivalent rigid insulation) with tapered insulation, crickets, saddles, and sumps for positive drainage, and a fully warranted 60-mil white TPO roofing membrane with flashings, roof drains, walking pads, and related work to provide a watertight system. The roof is estimated at approximately 100 roofing squares; bidders are responsible for field-verifying actual dimensions and existing conditions. Unit pricing is requested separately for authorized concealed-condition work including replacement of damaged metal roof deck, wood nailers or blocking, parapet sheathing, and additional penetrations. The base bid includes only the main roof over the building footprint and excludes four lower entry roofs. No full set of project drawings is available; bidders must rely on provided information and field verification.

Award will be made to the lowest responsive and responsible bidder based on the Total Base Bid. The contract term will be established in the Notice to Proceed; bidders must state calendar days required from Notice to Proceed to Substantial Completion. Liquidated damages are $300 per calendar day for unexcused delays. The Total Base Bid is firm fixed price and includes all labor, materials, demolition, disposal, permits, equipment, transportation, protection, testing, bonds, insurance, warranties, and incidentals. Bid security of at least 5 percent of the Total Base Bid is required; performance and payment bonds, each at 100 percent of contract price, are required before execution. Required insurance includes Commercial General Liability of $1,000,000 per occurrence and $3,000,000 aggregate, and Automobile Liability of $1,000,000 combined single limit. A 20-year no-dollar-limit manufacturer warranty and five-year contractor workmanship warranty are required upon completion.

Davis-Bacon applies under General Decision UT20260085, Modification 1. Section 3 employment benchmarks are at least 25 percent of total labor hours for Section 3 workers and 5 percent for Targeted Section 3 workers. A non-mandatory site visit is scheduled for September 1, 2026, at 1:00 p.m. MDT. Bids must be submitted through the Utah Public Procurement Place/Bonfire portal or by email to Paul Edwards at pedwards@haslcutah.org.
