About this file

This is a Questions and Answers document for an Invitation for Bid (IFB #26-016) issued by the Housing Authority of Salt Lake City (HASLC) for complete roof replacement services at Romney Plaza, a public housing property located at 475 East 900 South in Salt Lake City, Utah. The project scope includes complete tear-off of the existing roofing system to the metal deck, substrate review and authorized repairs, installation of a minimum four inches of polyisocyanurate insulation or equal rigid insulation, and installation of a fully warranted 60-mil white TPO roofing system with flashings, roof drains, walking pads, and related work. The roof is estimated at approximately 100 roofing squares, with bidders required to field-verify actual dimensions and existing conditions. Two non-mandatory site visits were offered on August 14, 2026, and September 1, 2026. The bid deadline has been extended to Friday, September 11, 2026, at 5:00 p.m. MDT. Bids must be submitted through the Utah Public Procurement Place/Bonfire portal or by email to Paul Edwards; mail, hand delivery, and facsimile submissions will not be accepted.

Bid security equal to at least five percent of the total base bid is required in the forms specified in Section II.G and HUD-5369. The base bid includes only the main roof over the building footprint and excludes the four lower entry roofs. Unit pricing is requested for concealed-condition work, including replacement of damaged metal roof deck, wood nailers or blocking, parapet sheathing, and additional penetrations. The roof requires full tear-off to the existing deck, and tapered insulation, crickets, saddles, and sumps must be included as necessary for positive drainage. HASLC will coordinate removal or relocation of identified antennas and conduit and will coordinate resident access if roof-drain replacement requires work inside apartments. A contractor-proposed surface-drainage alternative using scuppers or downspouts may be considered, subject to HASLC approval and compliance with applicable code and roofing-warranty requirements.

Romney Plaza Roof Replacement Questions and Answers

IFB #26-016

Site Visit and Bid Requirements

1. Were site visits offered?

Yes. The IFB scheduled and published a non-mandatory site visit for Friday, August 14, 2026, at 10:00 a.m. MDT.

HASLC also offered an additional non-mandatory site visit on Tuesday, September 1, 2026, at 1:00 p.m. MDT at Romney Plaza, 475 East 900 South, Salt Lake City, Utah.

Both site-visit dates have passed.

2. What is known about the existing roof and rooftop conditions?

The roof is estimated at approximately 100 roofing squares and requires full tear-off to the existing deck. Bidders must field-verify observable conditions. HASLC will coordinate removal or relocation of identified antennas and conduit; the Contractor must protect equipment and penetrations that remain.

3. Was a pre-bid meeting mandatory?

No. Both site visits were non-mandatory.

4. Is bid security required?

Yes. The IFB requires bid security equal to at least five percent (5%) of the Total Base Bid. See Section II.G and HUD-5369 for permitted forms and requirements.

5. When are bids due?

The bid deadline has been extended. Bids are now due Friday, September 11, 2026, at 5:00 p.m. MDT.

6. How may bids be submitted?

Submit through the Utah Public Procurement Place / Bonfire portal or by email to Paul Edwards at pedwards@haslcutah.org. Mail, hand delivery, and facsimile submissions will not be accepted.

Roof Scope and Project Information

7. What insulation thickness is required?

Attachment A to the IFB document requires a minimum of four (4) inches of polyisocyanurate insulation or equal rigid insulation, mechanically fastened to the metal deck. Tapered insulation, crickets, saddles, and sumps as required for positive drainage should be included as necessary in the warranted assembly. Minimum sloping, including a 1/4-inch-per-foot taper or more per the manufacturer recommendation where reasonably practicable and required should be included in the approved design proposal.

8. Is a full set of project drawings or plans available?

No. HASLC has provided the available project information in the IFB and attachments.

Bidders must field-verify site and roof conditions affecting their bids.

9. Are the four lower entry roofs included in the base bid?

No. The base bid includes only the main roof over the building footprint. The four lower entry roofs are excluded.

10. How will the cell-tower equipment and conduit be addressed during the roofing project?

HASLC will coordinate with the cell-tower owners and the selected roofing contractor to accommodate the work.

11. Will HASLC coordinate resident access if roof-drain replacement requires work inside apartments?

Yes. Bidders should investigate and account for the roof-drain work before submitting their bids. If replacement requires access to an apartment or modifications to a ceiling, HASLC will coordinate access with the affected residents. HASLC will also consider a contractor-proposed surface-drainage alternative using scuppers or downspouts, subject to HASLC approval and compliance with applicable code and roofing-warranty requirements.
