About this file
This is a Questions and Answers document issued by the Housing Authority of Salt Lake City (HASLC) in response to inquiries regarding Invitation for Bid (IFB) #26-016 for complete roof replacement services at Romney Plaza, a public housing property located at 475 East 900 South in Salt Lake City, Utah. The project involves full tear-off of the existing roofing system to the metal deck, installation of insulation and a 60-mil white TPO roofing system, flashings, roof drains, and related work to provide a complete watertight roofing system. The roof is estimated at approximately 100 roofing squares, with bidders responsible for field-verifying actual dimensions and existing conditions. Two non-mandatory site visits have been scheduled: the initial visit on Friday, August 14, 2026, at 10:00 a.m. MDT has passed, and an additional site visit is scheduled for Tuesday, September 1, 2026, at 1:00 p.m. MDT. Bids are due Friday, September 4, 2026, at 5:00 p.m. MDT and must be submitted through the Utah Public Procurement Place/Bonfire portal or by email to Paul Edwards at pedwards@haslcutah.org.
The project requires a minimum of four inches of polyisocyanurate insulation or equivalent rigid insulation, mechanically fastened to the metal deck, with tapered insulation, crickets, saddles, and sumps included as necessary for positive drainage and a minimum sloping of 1/4-inch-per-foot taper where reasonably practicable. Bid security equal to at least five percent of the Total Base Bid is required, with permitted forms detailed in Section II.G and HUD-5369 of the IFB document. HASLC will coordinate the removal or relocation of identified antennas and conduit, while contractors must protect equipment and penetrations that remain. Unit pricing is requested for concealed-condition work, including replacement of damaged metal roof deck, wood nailers or blocking, parapet sheathing, and additional penetrations. No full set of project drawings or plans is available; bidders must utilize provided project information and conduct field verification of site and roof conditions affecting their bids.
