SUMMARY

This is an Invitation for Bids (IFB #26-016) issued by the Housing Authority of Salt Lake City (HASLC) for complete roof replacement services at Romney Plaza, a public housing property located at 475 East 900 South in Salt Lake City, Utah. The project encompasses complete tear-off of existing roofing to the metal deck, substrate preparation and repairs, installation of a minimum four-inch polyisocyanurate insulation system, 60-mil white TPO membrane, flashings, roof drains, walking pads, warranties, and all associated work to deliver a watertight roofing system. The roof is estimated at approximately 100 roofing squares, with bidders responsible for verifying actual dimensions, quantities, and existing conditions. The non-mandatory site visit is scheduled for August 14, 2026, at 10:00 a.m. MDT; written questions are due by August 19, 2026, at 5:00 p.m. MDT; responses and addenda will be issued by August 26, 2026, at 5:00 p.m. MDT; and sealed bids are due by September 4, 2026, at 5:00 p.m. MDT. Award will be made to the lowest responsive and responsible bidder based on the Total Base Bid, subject to funding availability and required approvals. The contract term shall be established in the Notice to Proceed, with the bidder required to state the calendar days needed from Notice to Proceed to Substantial Completion. Liquidated damages are set at $300 per calendar day for unexcused delays beyond the required Substantial Completion date.

The Total Base Bid is a firm fixed price including all labor, supervision, demolition, disposal, permits, materials, equipment, hoisting, transportation, protection, safety, testing, inspections, bonds, insurance, taxes, overhead, profit, escalation, warranties, and incidentals. Unit pricing is requested separately for authorized concealed-condition work such as replacement of damaged metal roof deck, wood nailers, parapet sheathing, and additional penetrations, though these unit prices do not determine the low bidder. The project is subject to Davis-Bacon labor standards with applicable wage rates determined by General Decision UT20260085, Modification 1, dated May 18, 2026, and Section 3 employment requirements with benchmarks of at least 25 percent total labor hours for Section 3 workers and 5 percent for Targeted Section 3 workers. Bid security equal to at least five percent of the Total Base Bid is required, and performance and payment bonds, each in the amount of 100 percent of the Contract Price, are required before contract execution. This is a federally assisted public housing project subject to HUD requirements, 2 C.F.R. Part 200, applicable federal statutes, and HUD's general small-project waiver for the Build America, Buy America requirement because the total project cost does not exceed $350,000. Required insurance includes Commercial General Liability of $1,000,000 per occurrence and $3,000,000 aggregate, and Automobile Liability of $1,000,000 combined single limit. A 20-year no-dollar-limit manufacturer warranty and a five-year Contractor workmanship warranty are required upon completion.

2. Award.

Award, if made, will be to the lowest responsive and responsible bidder based on the Total Base Bid stated in Attachment B, subject to funding availability, required approvals, and HASLC's right to reject any or all bids. IFB #26-016 | Romney Plaza Roof Replacement

4. No guarantee.

Publication of this IFB does not obligate HASLC to award a contract or reimburse bid-preparation costs.

D. Site Visit and Due Diligence

1. The site visit is non-mandatory but strongly encouraged. Failure to inspect the site does not relieve the bidder from responsibility for conditions that were reasonably observable or should have been identified through prudent pre-bid inquiry.

2. Bidders may not enter resident units, access restricted building areas, or communicate directly with residents without prior HASLC authorization.

II. INSTRUCTIONS TO BIDDERS

A. Examination of Solicitation and Site

1. Each bidder shall examine the IFB, attachments, addenda, wage determination, and site conditions and promptly identify any ambiguity, conflict, omission, or condition affecting price or performance.

2. Submission of a bid represents that the bidder has reviewed the solicitation and site conditions and can perform the Work for the price and schedule stated.

B. Questions, Interpretations, and Addenda

1. Submit all questions either by email to Paul Edwards, HASLC’s acting Procurement and Contracts Manager, at pedwards@haslcutah.org, or alternatively, through the Utah Public Procurement Place / Bonfire portal, by the deadline in Section I.B. Oral statements, site-visit discussions, and informal communications are not binding.

2. Only a written addendum or written response issued by HASLC may modify or interpret the IFB. Bidders must acknowledge every addendum in Attachment B.

3. HASLC may decline late questions and may extend the bid deadline when an addendum materially affects the solicitation.

C. Products and Approved Equals

1. Manufacturer or product references establish required type, quality, compatibility, warranty, and performance. An approved equal must satisfy all stated requirements.

2. Requests for approved equals must be submitted by the question deadline with complete product data, warranty information, and a point-by-point comparison.

A substitution is approved only if identified in a written addendum.

D. Bid Preparation and Pricing

1. The Total Base Bid is a firm fixed price and includes all labor, supervision, demolition, disposal, permits, materials, equipment, hoisting, transportation, IFB #26-016 | Romney Plaza Roof Replacement protection, safety, testing, inspections, bonds, insurance, taxes, overhead, profit, escalation, warranties, and incidentals necessary for complete Work.

2. No post-submission price escalation will be permitted. Bidders shall not condition pricing on another bid or include qualifications that alter a material requirement.

3. The bidder shall complete every blank on the prescribed forms. Enter $0 or N/A where appropriate. Alteration of the Cost Bid Form may render the bid nonresponsive.

2. Completed Attachment C, Bidder Information;

3. Completed and signed HUD-5369-A, Attachment E;

G. Bid Security and Bid Validity

1. Bid security must be in a form permitted by HUD-5369 and applicable law, payable to HASLC, and equal to at least five percent (5%) of the Total Base Bid.

IFB #26-016 | Romney Plaza Roof Replacement

H. Bid Opening, Responsiveness, and Responsibility

1. Procurement protests must be submitted in writing to the procurement contact and will be handled under HASLC policy and applicable law.

2. After bid opening, bids and the bid abstract are subject to public inspection to the extent required by the Utah Government Records Access and Management Act and other applicable law. A bidder claiming protection for other information must identify the specific material and legal basis; blanket designations may be disregarded.

3. From publication through award, bidders shall direct procurement communications only to the designated procurement contact or portal.

III. CONTRACT REQUIREMENTS

A. Contract Documents and Order of Precedence

1. The Contract Documents will include an executed agreement, written amendments/change orders, Notice to Proceed, portions of this IFB and addenda, Attachment A, Cost Bid Form, applicable HUD forms, wage determination, accepted bid, and documents expressly incorporated in writing.

F. Changes, Concealed Conditions, and Claims

1. Only an authorized HASLC representative may approve a change in Contract

Price or time. No oral direction, field condition, or Contractor proposal authorizes additional compensation or time without a written change order or written directive issued under the Contract.

IFB #26-016 | Romney Plaza Roof Replacement

2. The Contractor shall promptly notify HASLC before disturbing concealed conditions and shall document the condition with photographs, measurements, and cost and schedule information. Unit prices in Attachment B may be used only after written authorization.

3. Claims and requests for adjustment must comply with the applicable HUD general conditions and Contract notice/documentation requirements.

2. The Contractor shall maintain a qualified superintendent on site whenever Work is in progress and may not replace key personnel without prior notice and an acceptable replacement.

H. Occupied Property, Safety, and Protection

1. Romney Plaza will remain occupied. The Contractor shall maintain safe ingress, egress, accessible routes, fire lanes, emergency access, and building systems;

secure materials and equipment; control falling-object hazards; and coordinate disruptive activities with HASLC.

Part 200, HASLC policy, and the forms and provisions incorporated into this IFB.

2. HUD-5369, HUD-5369-A, HUD-5370-EZ, the applicable Davis-Bacon wage determination, Section 3 requirements, and Attachment I are incorporated as applicable.

IFB #26-016 | Romney Plaza Roof Replacement

B. Labor Standards

1. Davis-Bacon and related labor standards apply. The Contractor and covered subcontractors shall pay required wages and fringe benefits, post required notices, maintain required records, submit weekly certified payrolls, and cooperate with compliance reviews.

2. Attachment G identifies General Decision UT20260085, Modification 1, dated May 18, 2026. HASLC will recheck the decision before bid opening and issue an addendum if a superseding modification must be incorporated.

C. Section 3

The Work is subject to Section 3 and 24 C.F.R. Part 75.

D. Eligibility, Lobbying, and Federal Contract Provisions

The Contractor and covered subcontractors must remain eligible for federal awards.

Lobbying certification/disclosure requirements apply when the award exceeds $100,000.

Other applicable federal contract provisions, including debarment, prohibited telecommunications, domestic preference, recovered materials, and environmental clauses, are stated in Attachment I and the incorporated HUD forms.

E. Build America, Buy America

Based on the current project scope and independent cost estimate, HASLC has determined that HUD's general small-project waiver applies because the total project cost does not exceed $350,000. Accordingly, bidders need not price the Work as subject to the BABA Buy America Preference unless HASLC states otherwise by addendum. The separate domestic-preference provisions of 2 C.F.R. § 200.322 remain applicable to the greatest extent practicable.

IX. HAZARDOUS MATERIALS AND EXCLUSIONS

A. Hazardous Materials

Before tear-off or other renovation Work that may disturb existing materials, the Contractor shall ensure that the affected area has been inspected for asbestos as required by applicable Utah and federal law. HASLC will provide any existing inspection report in its possession; if no current compliant report covers the affected materials, the Contractor shall arrange the required inspection through a Utah-certified asbestos inspector/company and include that inspection cost in the Base Bid. The required inspection report shall be maintained on site. Abatement or removal of confirmed asbestos-containing material is excluded unless expressly added by written change. If suspect material not covered by the inspection is encountered, stop affected Work, secure the area, and notify HASLC before disturbance.

B. Base-Bid Inclusions

The Base Bid includes all Work reasonably inferable from the Contract Documents, observable at the site, or necessary for a complete code-compliant and warranted system, except concealed conditions expressly assigned to unit prices or written change order.

CONDITIONS

Applicability. Based on HASLC's current independent cost estimate, HUD-5370-EZ applies to this procurement because the anticipated construction contract is greater than $2,000 and not more than $350,000. HUD's current Public Housing Procurement Handbook applies HUD-5370-EZ to construction contracts in this range, notwithstanding the $250,000 threshold printed on the current HUD-5370-EZ form, which reflects the prior Simplified Acquisition Threshold. If HASLC determines before bid opening that the anticipated Contract Price may exceed $350,000, HASLC will issue an addendum substituting HUD-5370.
