About this opportunity
The City of Minneapolis Health Department is requesting proposals for laboratory analysis of environmental lead samples under RFP MPLMN-0000004311, with proposals due October 5, 2026 at 2:00 p.m. Minneapolis time. Providers must hold current accreditation through the National Lead Laboratory Accreditation Programs (NLLAP) via the American Industrial Hygiene Association (AIHA) or American Association for Laboratory Accreditation (A2LA), and maintain Minnesota Department of Health Environmental Laboratory Accreditation Program (MNELAP) certification—the primary eligibility filter.
The scope encompasses annual analysis of 4,000+ lead dust wipe samples, 200+ soil samples, 50+ water samples, and 50+ consumer goods samples, including lead in dust wipes, water (graphite atomic absorption), soil, paint, cosmetics, food, and metals. The City requires two turnaround-time options for dust wipe analysis (5-day and 6-hour), with capability for same-day analysis where feasible. Providers must supply all laboratory materials (dust wipes, sample tubes, water bottles, chain-of-custody forms) and courier or shipping services; locally based laboratories must establish a 24-hour sample drop-off facility. Subcontractors are permitted if similarly accredited. The City is geographically flexible and welcomes proposals from laboratories nationwide.
The contract term is three years with options to extend annually for two additional years, not to exceed five years total. The City intends to award a single contract, though multiple awards are possible. Estimated award date is November 4, 2026, with services commencing January 1, 2027.
Evaluation criteria include accreditation compliance, proposal quality, staff qualifications, departmental alignment, cost competitiveness, and analysis turnaround time. Proposals must include an executive summary, detailed scope of services, experience and capacity documentation, three references, personnel resumes, and a completed cost application. Questions are due September 14, 2026 at 4:00 p.m. Central time, with responses posted by September 21. All submissions must be made electronically through the eSupplier Portal. The primary contact is Rachel Bake at 612-673-2333 or rachel.bake@minneapolismn.gov.
