About this file

This is Addendum #1 to a Request for Proposals issued by the City of Minneapolis Procurement Office for laboratory analysis of environmental samples, specifically for environmental lead analysis. The addendum was issued on September 18, 2026, for Event #0000004311. The proposal submission deadline is 2:00 pm Minneapolis time on October 5, 2026. Prospective bidders are instructed to log into the eSupplier portal at least two hours before the deadline. The City welcomes laboratory proposals from across the country, including those located outside the Twin Cities metropolitan area.

The addendum clarifies key requirements and addresses bidder questions regarding service delivery and logistics. Laboratories must provide detailed information about sample transportation from the City's office to their facility, including costs and turnaround times. Same-day results are not required; any laboratory unable to provide same-day analysis must disclose this and provide complete information regarding all available turnaround time options and associated costs. The City is flexible regarding shipping methods and will accept proposals utilizing reputable carriers such as FedEx or UPS, provided the shipper can accommodate pickups from the Minneapolis office or secure package drop locations. Shipping costs will be a factor in the competitive evaluation of proposals. Questions regarding eSupplier portal access or registration should be directed to eprocurement@minneapolismn.gov.

The following questions were submitted to the RFP. Please see responses below.

mailto:eprocurement@minneapolismn.gov

Question 1: We are located in Georgia. Is that a problem?

No. Laboratories from across the country are welcome to submit proposals. All proposals, including those submitted by labs outside of the Twin Cities metro, should provide details regarding the logistics of getting samples from our office to the lab. Any lab that is not able to provide same day results, for any reason (distance or otherwise), should say so in their proposal and provide complete information as requested (costs, etc.) for any and all turn-around-times (TAT’s) that the lab is able to provide.

Question 2: We do provide same day TAT for our clients. That would require utilizing FedEx/UPS.

Issue?

Our office is able to work with any reputable shipping company to mail samples for analysis so long as the shipper has the ability to receive samples in Minneapolis, such as through a carrier pick up from our office or through a secure package drop location. The cost to ship samples will be a factor in determining which proposals offer the most competitive per sample price.

Question 3: The total compensation for the 3 years is <$175K?

Correct. The total compensation during the three-year period of this contract is not to exceed $175,000.

Question 4: After reviewing the requirements, I believe we cannot participate because we are not accredited through the Minnesota Department of Health Environmental Laboratory Accreditation Program (MNELAP). We are certified by NYS and NYC, but not by Minnesota. If we are still able to participate, please let me know what documents you need from us!

The Minnesota Department of Health Environmental Laboratory Accreditation Program (MNELAP) accreditation is required for any laboratory testing water samples for our office. If your proposal includes testing water samples, your lab must have this accreditation or you must sub-contract with a lab that has this accreditation and include their information in your proposal. If your proposal does not include testing water samples, you do not need to have this accreditation.

Laboratory proposals that meet all the testing requirements outlined in the RFP will be eligible to be awarded the entire testing contract. Proposals from labs that can only test a portion of the sample media outlined in the RFP will still be accepted and may be considered for partial contract awards based on the relative strength of their proposals.

Question 5: We received this RFP and had a question about the accreditation needed. Are only the water samples needing MNELAP accreditation and must be analyzed via EPA 7010 GFAAS?

The other samples can be analyzed at any lab with NLLAP accreditation?

Yes, MNELAP (The Minnesota Department of Health Environmental Laboratory Accreditation Program) accreditation is only required for labs that are providing water testing services as part of their proposal. MNELAP does not require labs to use EPA 7010 for testing lead in the Drinking

Water matrix because this method is not listed in 40CFR141 and therefore is not permissible. In the past, labs have provided water testing for our office using EPA 200.8 instead. Yes, all other samples can be analyzed at any lab with NLLAP accreditation.

Question 6: I did not see specific TATs listed for the analyses. Do you want us to quote all TATs?

Yes. Near the bottom of Attachment A of the RFP states “Provide all available TATs for analysis of each sample type, as well as the cost for each TAT.”
