The County of San Diego, Department of Public Health Services, is requesting proposals for comprehensive HIV prevention services targeting persons who inject drugs countywide, with proposals due November 16, 2026 at 3:00 p.m. and a pre-proposal conference scheduled for October 9, 2026 at 1:00 p.m. via Microsoft Teams. Federal funding is anticipated; Small-Local Business preference does not apply, though offerors are encouraged to complete the Small-Local Business Self-Certification form.
The scope encompasses HIV, hepatitis C, and sexually transmitted infection testing; linkage to treatment for diagnosed individuals; connection to pre-exposure prophylaxis services; harm reduction services including syringe service programs and medication-assisted treatment; and wraparound social support including housing, transportation, and food assistance. The contractor must achieve minimum annual performance targets for testing volume, treatment linkage, and prescribed treatment initiation timelines across all San Diego County regions.
The contract consists of an initial one-year base period with four optional one-year renewals, with services commencing August 1, 2027. Proposals must not exceed thirty pages excluding financial documents and supporting materials. Pricing must be inclusive of all operational, overhead, staffing, and materials costs necessary to meet service delivery requirements. A mandatory 10 percent administrative cost cap applies; all cost entries must be whole dollar amounts, and subcontractor/consultant services and minor equipment purchases require prior County approval.
Evaluation criteria in descending order of importance are Program Design and Approach, Organizational Capability/Experience/Qualifications, Pricing, Organizational Stability/Risk, and Acceptance of Terms and Conditions/Insurance. Submissions must include audited or unaudited financial statements for the past three years, proof of sixty-day operational reserves, a detailed organizational chart with staffing information and job descriptions, and a Linguistic and Cultural Diversity Plan addressing multilingual workforce capacity and subcontractor/supplier utilization across Disadvantaged Business Enterprises, Emerging Small Businesses, Minority Business Enterprises, and Women's Business Enterprises. Written questions are due October 19, 2026 at 5:00 p.m. The County reserves the right to cancel the RFP, reject all proposals, or conduct cost and pricing negotiations if only one conforming proposal is received.
