About this file

This is a pre-proposal presentation for a Request for Proposals issued by the County of San Diego, Department of Public Health Services, in conjunction with the CDC's Getting to Zero Initiative for comprehensive HIV prevention services targeting persons who inject drugs across all San Diego County regions. The County seeks proposals for HIV, hepatitis C, and sexually transmitted infection testing; linkage to treatment for diagnosed individuals; connection to pre-exposure prophylaxis services; harm reduction services including syringe service programs and medication-assisted treatment; and wraparound social support services including housing, transportation, and food assistance. A pre-proposal conference is scheduled for October 9, 2026 at 1:00 p.m. via Microsoft Teams, with written questions due October 19, 2026 at 5:00 p.m. Proposals must be submitted by November 16, 2026 at 3:00 p.m. and must not exceed thirty pages excluding financial documents and supporting materials. The contract consists of an initial one-year base period commencing August 1, 2027, with four optional one-year renewals. Specific outcome objectives include ensuring 80 percent of persons receiving PrEP navigation complete an encounter with a PrEP prescriber within 30 days, ensuring 80 percent of newly diagnosed persons initiate treatment within 7 days for STIs and within 30 days for HIV, and ensuring 80 percent of newly diagnosed persons initiate HCV treatment within 90 days.

Pricing must be inclusive of all operational, overhead, staffing, and materials costs with a mandatory 10 percent administrative cost cap and all cost entries in whole dollar amounts. Subcontractor and consultant services and minor equipment purchases require prior County approval. Federal funding is anticipated through CDC PS-24-0047, which combines funding streams for national HIV prevention and surveillance and the Ending the HIV Epidemic initiative. Small-Local Business preference does not apply, though offerors are encouraged to complete the Small-Local Business Self-Certification form. Evaluation criteria in descending order of importance are Program Design and Approach, Organizational Capability/Experience/Qualifications, Pricing, Organizational Stability/Risk, and Acceptance of Terms and Conditions/Insurance. Submissions must include audited or unaudited financial statements for the past three years, proof of sixty-day operational reserves, a detailed organizational chart with staffing information and job descriptions, and a Linguistic and Cultural Diversity Plan addressing multilingual workforce capacity and subcontractor/supplier utilization across Disadvantaged Business Enterprises, Emerging Small Businesses, Minority Business Enterprises, and Women's Business Enterprises. Unallowable uses of funding include rapid HIV testing for non-priority populations, new large-scale social media campaigns, purchase of needles or syringes, activities designed to influence legislative change, and electronic health record system upgrades. The County reserves the right to cancel the RFP, reject all proposals, or conduct cost and pricing negotiations if only one conforming proposal is received.
