About this opportunity
The City of Lake Oswego is seeking architectural services for the South Shore Fire Station Replacement Project through a Request for Proposals (RFP #25-001). The project involves designing a new 14,000 square foot fire station at 1880 South Shore Boulevard to replace the existing Station 212, which has reached the end of its useful life. The procurement will follow a two-phase approach, with Phase 1 focusing on programming and conceptual design, concluding on December 2, 2025, and Phase 2 contingent on a general obligation bond passage in May 2026. The architectural services will encompass creating a facility with 3.5 apparatus bays, decontamination rooms, equipment storage, a community training room, living quarters, and support spaces. Proposers will be evaluated based on capabilities, approach, key personnel experience, project schedule, cost, and references, with a comprehensive scoring process including written proposal review and interviews. Key dates include a mandatory pre-proposal conference on June 25, 2025, with proposal submissions due by July 10, 2025, at 10:00 a.m., and an anticipated contract award on August 11, 2025. The contract will be awarded on a time and materials basis for Phase 1 (not to exceed $100,000) and a fixed fee basis for Phase 2.
The RFP includes provisions for COBID (Certification Office for Business Inclusion and Diversity) compliance, suggesting potential opportunities for disadvantaged business enterprises. The project will utilize a Construction Manager/General Contractor (CM/GC) delivery model, with the CM/GC to be engaged during the conceptual design phase to assist with cost estimation. The overall project budget is estimated at approximately $18 million, with potential funding through a General Obligation Bond to be placed on the ballot in November 2025 or May 2026. The current fire station has maintained an ISO rating of 2 and responded to 5,117 incidents in 2024, highlighting the critical nature of this infrastructure replacement. The project timeline extends through Q2 2028, including a 49-week bond information campaign and a 108.6-week community engagement period. The selection will be made by a Selection Evaluation Committee appointed by the Lake Oswego Fire Deputy Chief, with the goal of selecting an architectural firm capable of creating a functional, sustainable, and aesthetically appealing fire station that meets the specific operational needs of the South Shore Fire Station.
