About this file

This is a Sole Source Determination and Justification document prepared by the Oregon Department of Early Learning and Care (DELC) Procurement Office, dated June 1, 2025, and approved on June 16, 2025. The document authorizes a sole source contract continuation with Mid-Willamette Valley Community Action Agency, Inc. (also known as Marion, Polk, Yamhill Child Care Resource & Referral) for webinar coordination and scheduling services supporting the Early Care and Education Workforce throughout Oregon. The contractor will facilitate virtual training opportunities in collaboration with regional Child Care Resource & Referral (CCR&R) agencies statewide, enabling early care and education professionals to advance through Oregon Registry Steps and enhance their knowledge, skills, and abilities in continuous quality improvement. The contract is categorized as personal services under ORS 279B.075 and OAR 137-047-0275.

The estimated total contract value is $300,000. The sole source determination is justified under ORS 279B.075(2)(d) based on the contractor's unique design of the webinar coordination process, existing partnerships with regional CCR&Rs, and selection by other CCR&Rs statewide to continue providing this service. Mid-Willamette Valley Community Action Agency, Inc. is the incumbent contractor currently performing this work and possesses established relationships and infrastructure necessary to seamlessly coordinate with contractors and partners. The determination notes that this service is specific to CCR&R scope of work and would not be competitively procured from other entities, with the benefits of the existing integrated process outweighing competitive solicitation requirements.

FOR SUPPLIES AND SERVICES

To: DELC Procurement Director

Procurement Specialist: Ashley Griffin, Senior Contract Specialist

Date: June 1, 2025

Re: Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and DOJ Model Rule (OAR) 137-047-0275

Part A

1. Authority to enter into a Sole-Source Contract: ORS 279B.075 and ORS 279A.050

2. Estimated Total Value of Contract: $300,000.00

3. Subject of Contract: Personal Services

4. Background:

Oregon Department of Early Learning and Care (DELC) is requesting approval of the continuation of Sole Source Procurement (“SS”) #58800-00009166 to direct award a contract to Mid-Willamette Valley Community Action Agency, Inc. for webinar coordination and scheduling for Early Care and Education Workforce.

DELC awarded Mid-Willamette Valley Community Action Agency, Inc. (aka Marion, Polk, Yamhill Child Care Resource & Referral (CCR&R)) to coordinate and schedule Early Learning & Care Statewide Webinars for Early Care and Education Workforce throughout Oregon. In collaboration with regional CCR&Rs, the contractor will facilitate the Early Care and Education Workforce’s ability to attend virtual training. Mid-Willamette Valley Community Action Agency, Inc. is currently contracted to do this work, and has existing partnerships that can easily continue the services already being performed. Mid-Willamette Valley Community Action Agency, Inc. has designed the unique process and network enabling them to provide professional learning opportunities to align with the CCR&Rs statewide. They were also chosen to provide this service by the other CCR&Rs in the state.

Statewide webinars provide additional easily accessible training opportunities and thereby assisting Early Care and Education Workforce in Oregon Registry Step advancement throughout the state, increasing their knowledge, skills and abilities in early care and education and continuous quality improvement in their programs. (The Oregon Registry is Oregon’s career lattice system for Early Care and Education Workforce and supports Spark recognition through continual advancement through the Registry Steps 1 -12).

5. Findings:

Mid-Willamette Valley Community Action Agency, Inc. is currently contract to do this work, and has existing relationships regarding this work. Expanding their contracted services will allow for Mid-Willamette Valley Community Action Agency, Inc. to seamlessly coordinate with contractors and partners to schedule webinars, provide technical assistance and reporting.

This is a unique process designed by the Marion, Polk, Yamhill CCR&R (aka Mid-Willamette Valley Community Action Agency, Inc.) prior to the pandemic to assist in covering training needed in more rural areas. During the pandemic, usage increased exponentially and continues to be a beneficial resource for many child care providers as they can access more trainings for continuous quality improvement. This CCR&R has already been selected through an RFA process to provide professional learning opportunities for their region. The unique process allows them to provide a level of support across all regions and it is fully supported by the other CCR&Rs who have also been selected through the same RFA process. This is not a service that would go out for RFA for other entities, the benefits are for CCR&Rs as that is their scope of work.
