SECTION 1 - BACKGROUND

Situated on South Shore Boulevard, the South Shore Fire Station 212 is the oldest of the Lake

Oswego Fire Stations still in active service. Built in 1971, the station originally shared space with

Lake Oswego Communications (LOCOM) which was later moved to City Hall. The station staffs

Paramedic Engine 212 with nine career personnel that work three separate 24-hour shifts. Each shift has a company officer (a lieutenant), an apparatus operator, and a firefighter. The station serves the neighborhoods south of Oswego Lake to the Tualatin River and east from Mary’s

Landing to Blue Heron. Station 212 also houses a Rescue Boat (Boat-212) which provides water rescue as part of the water rescue consortium. Their multifaceted services include emergency medical services, fire suppression, fire prevention, technical rescue, and hazardous materials response.

A Task Force Recommendation Report (refer to EXHIBIT D) was completed in 2024 and includes additional station background and operations information.

SECTION 2 - ANTICIPATED SCOPE OF WORK / SCHEDULE

The selected Architect will be invited to engage in a contractual partnership with the City of

Lake Oswego, tasked with providing programming and conceptual design services for the development of a new South Shore Fire Station 212. The services in this RFP will be considered

Phase 1, it will conclude on December 2, 2025, and include programming and conceptual design efforts. Phase 2 will be entered into following the successful passage of a general obligation bond in May 2026 and conclude at the final closeout of the project, to include remaining design phases, pre-construction, construction administration, and closeout. Phase 1 will be completed on a time and materials, not-to-exceed basis while Phase 2 will be completed on a fixed fee basis.

The current fire station, situated at 1880 South Shore Blvd, Lake Oswego, OR will be demolished and the site will be used for construction of a new station. This architectural services contract presents a unique opportunity to contribute to the enhancement of Lake Oswego Fire's South

Shore Fire Station 212, supporting their mission to provide exceptional emergency services to the community. The proposed new station will have an estimated square footage of 14,000SF and include: 3.5 apparatus bays, negatively pressured decontamination rooms and PPE storage, shop for maintaining tools and equipment, a 30-40 occupant community and training room, 8 bunks, and crew support spaces such as shower rooms, kitchen, day room, and physical training room. Please refer to EXHIBIT D for additional programming information collected in the “South

Shore Fire Station Recommendation Report”.

The Architect will be expected to work seamlessly with the Owner, Owner’s Representative, and the CM/GC selected at the onset of Conceptual Design. The Architect will play a crucial role in shaping the future of South Shore Fire’s living quarters and apparatus bays, emphasizing functionality, health and wellbeing, sustainability, and aesthetic appeal. The design of the proposed new station should integrate robust features for the mitigation of carcinogens and hazardous materials, thereby safeguarding the long-term health of personnel. a. Lake Oswego Fire envisions the construction of a new fire station on the existing station site, creating a modern and efficient facility. Construction is anticipated to begin in late August 2027.
