This is a Notice of Intent to Award issued by the City of Lake Oswego, Oregon for architectural services related to the South Shore Fire Station 212 replacement project. The City intends to award the contract to Hennebery Eddy Architects, Inc. for the design of a new 14,000 square foot fire station to replace the existing Station 212. The project follows a two-phase delivery model, with Phase 1 focusing on programming and conceptual design (not to exceed $100,000 on a time and materials basis) concluding by December 2, 2025, and Phase 2 contingent on a general obligation bond passage in May 2026. The architectural services will include designing a facility with 3.5 apparatus bays, decontamination rooms, equipment storage, a community training room, living quarters, and support spaces. A mandatory pre-proposal conference was held on June 25, 2025, with proposals due by July 10, 2025, at 10:00 a.m. The Notice of Intent to Award was issued on July 28, 2025, with an anticipated contract award date of August 11, 2025. Interested parties have until 12:00 p.m. Pacific Time on Tuesday, August 5, 2025, to file written protests in accordance with Oregon Revised Statutes 279B.410 and Oregon Administrative Rules.

Phase 2 services will be awarded on a fixed fee basis, with the overall project budget estimated at approximately $18 million. Funding is anticipated through a General Obligation Bond to be placed on the ballot in November 2025 or May 2026. The project will utilize a Construction Manager/General Contractor (CM/GC) delivery model, with the CM/GC to be engaged during the conceptual design phase to assist with cost estimation. The City of Lake Oswego has indicated that it may negotiate with alternative ranked proposers if negotiations with Hennebery Eddy Architects, Inc. are unsuccessful. Proposals were to be submitted via email to alex.cettie@otak.com (Otak CPM, Inc., the City's project manager) with the subject line "City of Lake Oswego - South Shore Fire Station Replacement Project" in PDF format. The RFP evaluation process included consideration of proposer capabilities, approach, key personnel experience, project schedule, cost, and references.
