About this file
This document is Addendum 1 for a Request for Proposals (RFP) issued by the City of Lake Oswego, Oregon, for Architectural Services for the Design of a New South Shore Fire Station 212. The addendum clarifies several key points about the RFP, including project timeline adjustments, with the estimated early site work start date set for late August 2027 and the building construction start date anticipated for December 2027. The addendum addresses questions about the $100,000 Not-To-Exceed (NTE) amount, confirming that proposers will be scored based on the services they can provide within this budget, with teams offering the most value receiving higher scores.
The addendum provides additional clarification on proposal submission requirements, specifically noting that Exhibit C (Reference Form) and the 1-page cover sheet will not count toward the 10-page proposal limit. The document includes a sign-in sheet from a mandatory pre-proposal site walk, indicating multiple architectural and engineering firms attended the site visit. The addendum maintains that all other terms, conditions, and specifications of the original RFP remain unchanged, and directs proposers to contact the listed official points of contact for any additional questions.

Dear Proposers, Please be advised of Addendum 1 to RFP for ARCHITECTURAL SERVICES FOR THE DESIGN
OF A NEW SOUTH SHORE FIRE STATION 212.
1. It was brought to our attention that the estimated construction start date in RFP Section 2a is stated as late August 2027, this date refers to the anticipated start of the early site work package. The estimated Building Construction Start date is anticipated to be December 2027, both the Early Site Work start date and Building Construction start date are accurately reflected in
Attachment A - Full Project Schedule.
2. QUESTION: The RFP states, “The bid must be stated as a Not-To-Exceed Amount of $100,000”.
If each firm is required to propose the same $100,000 NTE amount, how will the cost criteria be scored?
a. RESPONSE – Project Team will determine scores based on what services the Proposer is able provide within that $100,000 NTE amount for Phase 1. Teams providing the most value at or less than that NTE amount will receive higher scores.
3. QUESTION: Is Exhibit C (Reference Form) counted in the 10-page limit?
a. RESPONSE – Exhibit documents will not be counted in the 10-page limit.
4. QUESTION: The RFP mentions that a 1-page cover sheet is not counted in the 10-page limit.
Please confirm this refers to the cover letter?
a. RESPONSE – Yes, Proposer can use their cover sheet as their introductory letter if they do not want it included in their total page count. If Proposal includes a cover sheet and a separate sheet for their introductory letter, the letter will be counted as part of their page count.
5. Sign in Sheet from the Mandatory Pre-Proposal Site walk is included as the second page of this
Addendum.
All other terms, conditions, and specifications of the RFP remain unchanged.
For any additional questions, please contact the individuals listed as official points of contact in the RFP.
Thank you for your attention to this matter.
Sincerely, Alexandra Cettie
