About this opportunity

The State of Indiana Department of Administration is requesting proposals for an Electronic Health Record system for the Indiana Veteran's Home (IVH) in West Lafayette under RFP 26-87488, with proposals due October 28, 2026 at 3:00 p.m. ET. A pre-proposal conference is scheduled for September 30, 2026 at 9:30 a.m. ET at the Indiana Government Center South. The solicitation carries a 3% Indiana Veteran Owned Small Business (IVOSB) subcontractor participation goal; respondents may earn up to 5 points for IVOSB participation and an additional bonus point if commitment exceeds the stated goal. The Buy Indiana Initiative provides an additional 5 points for Indiana-certified businesses.

The scope encompasses a fully integrated long-term care EHR system with financial modules (billing, accounts receivable, general ledger, patient funds), ancillary clinical systems (pharmacy, labs, radiology), human resource management capabilities, and interoperability features. The system must support HL7 v2.x, FHIR R4, NCPDP, and DICOM standards and be integrated with MuleSoft API Management and GoAnywhere MFT using OAuth2/mTLS, multi-factor authentication, immutable audit logs, and AES256/TLS 1.2+ encryption. Vendors must demonstrate GovRAMP compliance (Indiana Executive Order 25-19) aligned with NIST 800-53 Revision 5 standards. Cloud-hosted solutions through state-owned tenants on Microsoft Azure or Amazon Web Services are preferred; alternative hosting requires exception-based justification and independent verification of NIST 800-53 Revision 5 compliance.

The contract term is five years from execution with an optional one-year renewal. Pricing must remain firm for 180 days from award. Cost proposals span five years with optional sixth-year renewal pricing across software licensing, implementation and setup fees, and maintenance and operations. Written questions are due October 7, 2026, with responses posted by October 21. Reference site visits may occur at the vendor's support center. Evaluation uses a three-step process: mandatory requirements pass/fail in Step 1, technical and cost scoring for short-listing in Step 2, and comprehensive evaluation of short-listed proposals in Step 3, with 90 total available points (91 if IVOSB bonus awarded).
