About this opportunity

The County of San Diego Department of Public Works is requesting bids on countywide culvert repair and replacement across supervisorial districts 1–5 in unincorporated areas, with bids due August 20, 2026 at 2:00 p.m. local time (virtual bid opening via Microsoft Teams). Only prequalified contractors holding a California Class A General Engineering Contractor license or Class C-12 Earthwork and Paving Contractor license are eligible. Prime contractors must meet or exceed a three-percent Small-Local Business Subcontractor Participation Requirement and submit a Small-Local Business Utilization Plan.

The scope spans two fiscal-year schedules: Schedule 1 (FY20-21, Oracle Project 1023457) comprises 41 repair and replacement sites across 16 communities including Fallbrook, Vista, San Marcos, Escondido, El Cajon, and Lakeside, with culverts ranging from 12 inches to 48 inches in diameter and elliptical pipes up to 24"×38"; Schedule 2 (FY21-22, Oracle Project 1025095) includes culvert replacement in De Luz, Fallbrook, Spring Valley, and Valley Center with reinforced concrete pipe, corrugated steel pipe arch, and elliptical RCP installations. An additive alternate (Via Puerta del Sol) with 20 line items is also included. Work includes minor hot mix asphalt and concrete restoration with site-specific water pollution control and traffic control measures. Design standards reference San Diego County Design Standards, CalTrans Standard Plans, and California Spatial Reference System coordinates. Contractors must provide 48-hour advance notice to Helix Water District and other utility providers prior to commencing work and bear costs for any utility damage.

The estimated total project cost is $6,148,866 with funding of $6,259,346.75. Bid security of at least 10 percent of the bid amount is required; successful bidders must furnish performance and payment bonds for 100 percent of contract value. This is a California prevailing wage project (Labor Code Section 1720 et seq.) subject to Department of Industrial Relations registration and the Working Families Ordinance. Questions are due in writing through BuyNet at least 10 days prior to bid opening. Award is expected within 75 calendar days from bid opening; contract unit prices are locked for the contract duration.
