Potholing Report Summary

This is a potholing report prepared by AIRX Utility Surveyors, Inc. for the County of San Diego Department of Public Works, documenting utility locating and vacuum excavation services conducted as part of the FY21-22 Annual Culverts project (CIP Project 1025095) in Spring Valley, California. The report documents subsurface utility investigation work performed across three locations: Tralee Terrace, Bray Avenue, and Sweetwater Lane. A total of 14 potholes (12" x 12" each) and 1 manhole dip were excavated between September 28, 2022, and October 25, 2022, to identify potential utility conflicts and establish connection points. The project required excavation permits (DPW2022-RWEXCP-75286) and traffic control permits (DPW2022-RWTCP-01310) issued by the County of San Diego on September 9, 2022, with an expiration date of April 7, 2023. All work was performed with Underground Service Alert markouts, traffic control coordination, and full restoration of pothole locations using cold mix asphalt patching. The potholes revealed multiple utility types including gas lines (2.0-inch steel), water lines (0.5-1.0-inch copper and 8.0-inch ACP), electric lines (3.0-4.0-inch PVC), AT&T-D communications cables (1.5-4.0-inch PVC and plastic), and Cox cable (1.5-inch PVC).

All excavated materials and water used during potholing were disposed of off-site in compliance with stormwater protection requirements, with backfill material compacted to 95% density in 3-inch lifts. The report includes detailed site-specific pothole data sheets with utility depth measurements (recorded to the nearest inch), utility orientations, pavement thickness documentation (ranging from 3.5 to 5.0 inches of asphalt), and photographic documentation of each excavation. Utility depths ranged from 22.0 inches to 60.0 inches top of pipe. AIRX recommendations include surveying all pothole locations and markouts to aid in adjustment of utilities on final plans and profiles. All field operations were conducted without incident, with utilities found directly on USA markout locations, indicating accurate locating procedures. The permit notes specified mechanical compaction methods, restoration to County standards including San Diego Regional Standard Drawings G-24A&B Type D and G-25, and compliance with California Manual on Uniform Traffic Control Devices (CAMUTCD) Chapter 6 requirements.

DESCRIPTION OF POTHOLE PROCEDURES

AIRX Utility Surveyors performs a full range of specialized engineering services including Underground Utility Location and Vacuum Excavation (to verify depth and alignment of underground utilities).

Underground Utility Location employs sophisticated electronic locating devices to trace the route of an underground utility; then the route is marked on the surface with marking paint in paved areas, or with 60 penny nails and feathers in unpaved areas.

Vacuum excavation employs a vacuum truck in conjunction with high-pressure air or water to excavate material and expose an underground utility. A 10 to 12-inch diameter hole is first cored or chiseled through the pavement so that the vacuum hose and high-pressure air or water hose can be inserted.

Utilities found during potholing are located on the surface by placing two reference points (typically 36” apart) on either side of the pothole along the centerline (or edge) of the utility, using paving nails or 60 penny nails as appropriate. Depth measurements (to the nearest ½ inch) are taken midway between the two reference points.

Utility alignment, depth, and other data is marked with pink paint (on pavement), or on wood lath (unpaved areas).

SITE SPECIFIC DETAILS

AIRX was contracted by County of San Diego to perform utility locating and potholing services on Tralee Terrace, Bray Ave, and Sweetwater Ln in Spring Valley, California. A total of 14 potholes and 1 Manhole Dip were excavated to establish conflicts and connection points on a variety of utilities. The results of the data are contained in the attached spreadsheet and data sheets.

In preparation of these excavations, AIRX marked out the dig locations and called in for USA (Underground Service Alert). All traffic control plans and permits were drawn and applied for by AIRX and all traffic control was set up by

AIRX.

All the excavations and discovery went without any incident. Any changes and adjustments are mentioned in the Pothole Tabulation Report and the Pothole Data Sheets. All the results were annotated on the ground and in this report. It is AIRX’s recommendation that all pothole locations and the active mark out should be surveyed to aid in the adjustment of utilities on the final plan and profile.

At each pothole location, the utility alignment was marked with pink paint, as well as paving nails or feathers. AIRX used potable water acquired offsite for excavation and all water and material vacuumed was disposed of off-site. No water was allowed to flow into storm drains or natural drainages. The potholes were covered with clean backfill material and compacted to 95% density in 3” lifts. The pavement was patched with Cold Mix. All field work was performed on between September 28, 2022 and October 25, 2022.
