About this opportunity
The Orange County Transportation Authority (OCTA) is requesting proposals for a comprehensive Americans with Disabilities Act Title II and Web Content Accessibility Guidelines 2.1 assessment of its digital assets, with proposals due June 23, 2026 at 2:00 p.m. and interviews scheduled for June 30, 2026.
The engagement covers evaluation of public-facing websites, secure portals, web-based applications, native mobile applications (iOS and Android), online forms, multimedia content, and digital documents for conformance with WCAG 2.1 Level A and AA success criteria. The assessment scope encompasses approximately 40 applications and systems including the main OCTA website, public APIs, Wave platform, Express Lanes portals, Legistar, Trapeze systems, and cloud-based SaaS solutions. Required testing methodologies include automated scanning, manual functional testing, keyboard-only navigation testing, screen reader testing, semantic structure review, and color contrast analysis. The consultant shall not perform remediation but only assessment and validation. Deliverables include a detailed findings log mapped to WCAG criteria with severity classifications (Critical, High, Medium, Low), user-impact descriptions, supporting evidence, high-level remediation guidance, an executive summary outlining accessibility posture, and final audit reports. The baseline scan must be completed within five weeks of contract execution, with intermediate and final validation scans during and following remediation.
The contract term is eighteen months with a firm-fixed-price budget of $350,000 funded entirely from local sources. Place of performance is OCTA's Orange, California headquarters or pre-authorized remote locations; consultant personnel must be available 8:00 a.m. to 5:00 p.m. Pacific Time, Monday through Friday on all U.S. working days. Evaluation criteria are weighted as: Qualifications of the Firm (30%), Staffing and Project Organization (25%), Work Plan (20%), and Cost (25%). The consultant must maintain Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation with Waiver of Subrogation. Questions are due June 1, 2026. Contract execution is anticipated by July 17, 2026, targeting a July 1, 2026 start date to meet a Department of Justice-mandated deadline of April 26, 2027 for full ADA compliance.
