About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority's IS Department for a Request for Proposals seeking professional services to assess, remediate, and validate public-facing digital assets for compliance with Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards in accordance with Americans with Disabilities Act (ADA) Title II requirements. The project encompasses multiple work elements including accessibility audits and assessments, document remediation (particularly PDFs), third-party tool assessments, validation and re-testing, and technical and content training. The estimated labor hours range from 5,850 to 7,150 hours across six primary work categories, with a contract term established through June 30, 2025.

The independent cost estimate establishes a total estimated cost of $450,000 using a hybrid approach that combines bottom-up labor hour estimates by role with independent market-rate ranges. Labor categories identified include Project Managers ($120-$160 hourly), Accessibility Specialists ($130-$180), Document Remediation Specialists ($90-$140), Accessibility QA/Testers ($100-$150), and Trainers/Accessibility Subject Matter Experts ($120-$170). Cost projections based on blended market rates range from a low estimate of approximately $380,000 to a high estimate of approximately $480,000, with the most likely estimate at $420,000. All estimate costs include fully burdened hourly rates and were developed using industry benchmarks for accessibility audits and document remediation productivity. The estimate was prepared on June 30, 2025, by Eden Wang, IS Department Manager, and requires submission to Contracts Administration & Materials Management along with the requisition and scope of work before procurement commencement.
