About this file

This is a procurement correspondence document involving the Orange County Transportation Authority (OCTA) regarding a Request for Proposals for Americans with Disabilities Act (ADA) Web Content Accessibility Guidelines (WCAG) Title II Assessment services. The project requires a qualified consultant to conduct a comprehensive assessment of OCTA's digital assets, including websites and mobile applications, to evaluate compliance with ADA Title II and WCAG 2.1 standards. The procurement is structured as a two-phase RFP approach, with Phase 1 focused on technical discovery and assessment of the current environment requiring ADA compliance. The anticipated contract term spans from July 1, 2026, through December 31, 2027 (eighteen months). OCTA is targeting contract award by July 2026 within a 14-15 week procurement timeline to meet a DOJ-mandated deadline of April 26, 2027, for achieving full ADA compliance. The evaluation committee will consist of Eden Wang (IS Department Manager), Jack Garate (STS), and tentatively Jacqueline Moon (Marketing) and Elina Rojas (HR), with evaluation criteria weighted as follows: Qualifications of the Firm (30%), Staffing and Project Organization (25%), Work Plan (20%), and Cost (25%).

The budget for this effort is $350,000, funded entirely through local sources without federal, Measure M2, or other special funding mechanisms. No specific certifications are required of proposing firms for insurance purposes. The procurement requisition (R000818) was initially submitted at $250,000 but was subsequently adjusted to $350,000 to accurately reflect project scope and cost requirements. This contract opportunity falls below OCTA's board approval threshold, allowing for streamlined internal approvals. The work encompasses Phase 1 of a larger multi-phase initiative, with Phase 2 scope to be determined pending the results and recommendations from the Phase 1 assessment.

Hi Rhea, Please see the attached supporting documents, along with responses to your questions below in red.

Would you be able to reject the requisition so I can revise the total to $350K and encumber funds through FY 26/27?

We are working toward a DOJ-mandated deadline of April 26, 2027 to achieve ADA compliance for our websites and mobile apps. This effort will follow a two-phase RFP approach, and we’re aiming to move forward with Phase 1 as soon as possible. While the work can extend into the next fiscal year, we are targeting contract award by July 2026 (which falls within the 14–15 week timeline). This req is below the board approval threshold. Please let me know if this timeline is feasible.

Hi Rhea, Thanks for getting back to me. I do need to request to reject the req anyways as I need to adjust the req amount. Also, we can push this to next FY, but need the contract to be awarded by July 2026. This is under the board threshold. Is that doable? I am ready to submit all docs tonight.

Hi Eden, No worries! I’m sorry, I know this RFP is for this fiscal year, but we won’t be able to award the contract by June 30.

I’ll need to send the req back since I don’t have the supporting documentation yet. Once the required docs are ready, please resubmit the req for next fiscal year.

From there, the process will take at least 12 weeks, including RFP preparation and approvals, a four-week period that the RFP is out on the street, and proposal evaluation. If interviews and/or a BAFO are needed, the timeline will be closer to 14-15 weeks.

Thank you, Rhea

Hi Rhea, Forgive me for the delayed response. We are finalizing the SOW today and I will be sending you the requested procurement docs below by tomorrow.

Since this item is $250K and a non board item, what's the ETA on awarding the contract for this effort?
