Summary: Procurement Plan for RFP 250211
This interoffice memorandum is a procurement plan from the Orange County Transportation Authority (OCTA) dated April 14, 2026, addressing an RFP for a comprehensive assessment of the Authority's digital assets to evaluate compliance with Americans with Disabilities Act (ADA) Title II and Web Content Accessibility Guidelines (WCAG) 2.1 standards. The RFP requires qualified consultants to conduct baseline, intermediate, and final validation scans of OCTA's digital infrastructure. The contract term is eighteen (18) months with no optional renewal periods specified. The procurement plan does not identify specific response dates, due dates, site visits, or bidders' conference details within the document; however, it establishes the evaluation framework and organizational structure for the selection process.
The budgeted amount for this procurement is $350,000 from local funding sources, with funding requisition #R000818 received and an independent cost estimate completed. The procurement will utilize a firm-fixed price contract structure given the defined scope of work and specific deliverables. Evaluation criteria will weight firm qualifications at 30 percent, staffing and project organization at 25 percent, work plan at 20 percent, and cost at 25 percent. A 10 percent retention provision is included in the contract terms. No prevailing wage requirements, liquidated damages, DBE goals, or Measure M funding apply to this procurement. The suggested evaluation team includes internal stakeholders from multiple departments, with a request to include Alexander Cruz, the designated project manager, as a non-scoring panel member.
