About this opportunity
Los Angeles World Airports is requesting proposals for on-call art handling services across three service categories (large-scale installation and fabrication, art preparation, and packing/transportation/storage) to support the LAX Art Exhibitions Program at LAX and Van Nuys Airport, with proposals due October 5, 2026 at 2:00 PM PST. A mandatory 10% Small Business Enterprise participation requirement applies. Addendum No. 2, issued September 28, extended the deadline from October 1; proposers must acknowledge receipt of all addenda in their submissions.
The scope spans installation and de-installation of rotating temporary artwork exhibitions across 36 exhibition sites, archival packing, custom crate design, domestic ground and air transportation in climate-controlled vehicles, and secure storage. Category A contractors must hold a California General Contractor License or equivalent specialty license; Category B and C providers must demonstrate five years of verifiable art-handling experience. All personnel require airport security badge clearance. Category B and C staff must possess degrees in Art History, Fine Arts, Museum Studies, or related fields; Category B preparators require two years of additional art-preparation experience. Category C providers must maintain access to secure, climate-controlled storage facilities.
The contract term is one year commencing November 2026, with two optional one-year renewal periods for a maximum three-year term. Services must be available year-round for day shifts (8:00 AM–5:00 PM) and night shifts (10:00 PM–5:00 AM). Cost proposals require all-inclusive hourly rates for key personnel (Category A, 16 positions; Category B, 3 positions) and tiered hourly and per-item rates for storage, transportation, and packing (Category C). Overtime beyond eight hours daily or 40 hours weekly requires advance LAWA approval.
Evaluation uses 100 points: administrative compliance, BE participation, and minimum requirements (pass/fail); qualifications and experience (15 points); project scope understanding (20 points); inclusivity plan (5 points); cost proposal (25 points); and interviews and presentations (35 points). Insurance requirements include Workers' Compensation at statutory limits, General Liability of $1 million per occurrence/$2 million aggregate, and Commercial Auto Liability of $1 million combined single limit. LAWA intends to award one or more contracts. A pre-proposal conference was held September 15; the question deadline was September 18.
