About this file
This document is a pre-proposal conference presentation for a Request for Proposals issued by Los Angeles World Airports (LAWA) for on-call art handling services to support the LAX Art Exhibitions Program. LAWA is seeking qualified firms to provide fine art services including installation, de-installation, transportation, packing, storage, and maintenance of artworks across 36 exhibition sites throughout LAX's Central Terminal Area. The scope encompasses three service categories: Category A for large-scale works (2-5 year duration), Category B for medium and small-scale exhibitions (1-year duration), and Category C for art storage and shipping services. The program anticipates over 20 new installations by 2028, with 2-8 large-scale exhibits and 20+ medium and small-scale exhibits planned over a two-year period. After-hours work is required between 10:30 p.m. and 6:30 a.m. The RFP was released on September 1, 2026, with a mandatory pre-proposal meeting scheduled for September 15, 2026. The deadline for submitting questions is September 18, 2026, and proposals are due by 2:00 p.m. PST on September 25, 2026. Interviews and presentations are anticipated for October 2026. The initial contract term is one year beginning in late 2026, with options to renew for up to two additional two-year contracts.
Evaluation criteria include mandatory pass/fail submittals for administrative requirements, business enterprise program participation, and required experience (Submittal A, B, and C), followed by scored components: qualifications and experience (15 points), understanding of project scope (20 points), inclusivity plan (5 points), cost and fee proposal (25 points), and interviews and presentations (35 points), for a total of 100 points. Proposers must submit all-inclusive hourly rates for key personnel in Categories A and B, and estimated costs for packing, transportation, and storage services in Category C, including all overhead and profit. LAWA has established a mandatory 10% Small Business Enterprise (SBE) goal. All proposed staff must comply with airport security badging requirements. Key personnel in Categories A and B must have at least five years of experience in relevant services, with preparators holding degrees in Art History, Fine Arts, Museum Studies, or related fields; Category B preparators must also have two years of experience in art preparation and installation. Category A contractors must hold a California General Contractor License or specialty license, and Category C proposers must have access to secure, climate-controlled storage facilities. All respondents are subject to campaign contribution limitations and municipal lobbying ordinance requirements.
