About this opportunity

The Office of Management and Enterprise Services (OMES) Central Purchasing division is requesting proposals on behalf of the Oklahoma Department of Commerce for an Oklahoma Real Estate Data Feed service, with bids due August 6, 2026 at 3 p.m. Central Standard Time. The solicitation (EV00000944) requires responses exclusively through the Oklahoma Supplier Portal; email, fax, and in-person delivery are not permitted.

The scope requires a web-based real estate data platform accessible to state agencies across all seventy-seven Oklahoma counties, supporting both sale and lease listings with property photos and aerial imagery. The platform must be compatible with Microsoft Explorer, Edge, and Google Chrome browsers and provide mobile visualization. The service must include a backend system supporting comparative market analysis, weekly GIS data feeds to platforms such as GIS WebTech and GIS Planning, broker listing submissions at no charge, and property submissions from the Department of Commerce and local economic development organizations. Required property fields include type, subtype, pricing, ceiling height, square footage, rail availability, and historical use. Bidders must confirm affirmative ability to meet all fifteen mandatory requirements; failure to do so renders the bid nonresponsive. Four nonmandatory preferences include nationwide broker network broadcast capabilities, established state listings, historical nationwide comparable pricing access, and demonstrated existing Oklahoma customers.

The contract includes an initial one-year term with four one-year renewal options. Pricing must be submitted as a firm fixed price on the designated cost sheet, with bidders required to provide three separate competitive data sync feed pricing options covering all seventy-seven counties, the Greater Oklahoma City ten-county region, and the Greater Tulsa nine-county region, each with individual and grouped pricing structures and discount options for multiple feeds. The minimum service includes two statewide user access sign-ons for adding listings and accessing backend data; additional users may be allocated per county or region.

Questions are due July 20, 2026. The contract will utilize federal funds and involves sensitive data subject to HIPAA, FERPA, CJIS, and IRS Publication 1075 compliance. All services and data storage must be United States-based. Suppliers must maintain commercial general liability insurance of at least $2,000,000 per occurrence and security and privacy liability insurance of at least $5,000,000 per occurrence. Bid prices must remain firm for a minimum of 120 days following the due date. The contracting officer is Brandy Kennedy at Brandy.kennedy@omes.ok.gov.
