About this file
This is a Scope of Work document prepared by the Oklahoma Department of Commerce through the Office of Management and Enterprise Services (OMES) Central Purchasing division for a Real Estate Data Feed service contract. The procurement seeks a supplier to provide a comprehensive data feed system for use on locateok.com and other Oklahoma Economic Development Organization (EDO) platforms. The system must include statewide property listings across all 77 Oklahoma counties for both sale and lease, featuring detailed property information, photographs, and aerial imagery. The service requires a web-based backend platform compatible with common browsers (Microsoft Explorer, Edge, and Google Chrome) with dynamic mobile visualization capabilities. The data feed must support broker listings at no charge, allow property submissions from non-traditional sources including Commerce and local EDOs, and provide weekly data feeds to GIS platforms such as GIS WebTech and GIS Planning. Required property fields include property type and subtype, pricing information, ceiling height, square footage, rail availability, and historical use data. The backend system must support comparative pricing analysis for properties sold or leased statewide and regionally, with capability to generate comparison reports and PDF brochures searchable by building characteristics and keywords.
The scope of work differentiates between fifteen mandatory requirements and four nonmandatory preferred requirements. Mandatory requirements address core functionality such as statewide county coverage, compatible data formats with Esri ArcGIS feature layers, and partnerships with regional economic development agencies including the Greater Oklahoma City 10-County Area and Greater Tulsa 9-County Region. Nonmandatory preferences include nationwide broker network broadcast capabilities, established state listings, historical nationwide comparable pricing access, and demonstrated existing Oklahoma customers using the data feed. Bidders must affirmatively confirm their ability to meet all mandatory requirements in their responses; failure to do so will render the bid nonresponsive. Bidders are invited to submit supplemental information regarding value-added options or alternative solutions. The document does not specify pricing terms, contract duration, renewal options, response deadlines, or award dates.

9. Data feeds must include both buildings and land sites plus all property subtypes including commercial/retail, industrial, office and mixed use.
10. Property listings are not limited to brokers, but include those added by Commerce or the local Economic Development Organization (EDO), and other non-traditional sources (e.g. building owners).
11. Data feeds must be compatible with Esri ArcGIS feature layers on platforms such as GIS WebTech, GIS Planning and other similar service providers.
