About this file
This is an Amendment of Solicitation issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the Oklahoma Department of Commerce for a Real Estate Data Feed service contract (Solicitation EV00000944, Requisition 1600007420). The amendment, issued on July 21, 2026, documents responses to five questions submitted during the Q&A period that closed on July 20, 2026. The solicitation requires a web-based real estate data platform accessible across all seventy-seven Oklahoma counties supporting both sale and lease listings. Responses must be submitted by August 6, 2026 at 3 p.m. Central Standard Time through the Oklahoma Supplier Portal. The contract includes an initial one-year term with four one-year renewal options.
Key clarifications provided in the amendment address vendor responsibilities to supply and update existing commercial property listings while enabling the Department of Commerce and local economic development organizations to submit new state and community-owned property listings. The vendor must provide broadcast capabilities to communicate with Oklahoma realtors using the same service platform through email or similar mechanisms. The incumbent provider is Moody's Catylist; however, the Department seeks a vendor with more regularly updating realtor listings and statewide comparison data at a lower cost. For weekly Esri ArcGIS feature-layer feeds, required property fields include property type, subtype, description, address, coordinates, city, county, sale or lease status, pricing, available square footage and acreage, and realtor firm and contact information. Pricing structure requires separate competitive data sync feed options for all seventy-seven counties, the Greater Oklahoma City ten-county region, and the Greater Tulsa nine-county region, with minimum service including two statewide user access sign-ons and options for additional county or regional users.

DESCRIPTION OF AMENDMENT
a. This is to incorporate the following:
On behalf of the State of Oklahoma, OMES gives notice of:
The following questions concerning this solicitation, received during the Q&A period, which closed on 07/20/2026. All questions and procurement/agency responses are detailed as follows:
Q1: Does the Department expect the vendor to supply an existing statewide commercial property dataset, or will Commerce/local EDOs be responsible for entering all listings?
A1: We need both the vendor to supply and update known listings in their system and also need the ability to enter or forward community and state-owned new property listings into the platform.
Q2: Please define the minimum functional requirements for “broadcast capabilities to existing broker network” (e.g., email syndication, API to CREXi/LoopNet, or other).
A2: We need access to e-mail/ ability to communicate with other OK realtors who use the same vendor service, i.e. names and e-mails. This could be on the vendor platform. These broadcasts are used to quickly communicate ideal properties and potential needs not entered in the system already.
Q3: Is there an incumbent real-estate data-feed provider? If so, what platforms and integrations are currently in place, and what pain points are driving this procurement?
A3: Yes, we are currently using Moody’s Catylist. We have listings but would like the vendor to have more realtors that regularly update their listings and comparison data statewide. The integrations are already listed in the required features, but the pain points are the cost in comparison to the statewide listings and updates we are currently receiving.
Q4: For weekly Esri ArcGIS feature-layer feeds, what schema (fields, geometry types) and authentication method does Commerce require?
A4: Basic fields required: Property type, sub-type, property description details, address/coordinates, city, county, for sale and/or for lease, pricing, available sq. ft., available acres, property source/realtor firm, name and contact info. We use many types of listings except residential.

Q5: Please clarify the anticipated total number of concurrent backend users statewide and per county to size subscription tiers accurately.
A5: This is in the pricing section already provided. We need 1-2 statewide (Commerce 77 Counties) users PLUS options with discount and without for both OKC and Tulsa Metro Areas if they choose to sign up.
The metro areas will need multiple backend users at least 1 per county.
b. All other terms and conditions remain unchanged.
