About this opportunity
Douglas County, Georgia is requesting proposals for the design, permitting, site preparation, expansion, and remodel of the Douglas County Public Health Center located at 6770 Selman Drive, Douglasville, Georgia, with proposals due September 22, 2026 at 2:00 PM EST and a mandatory pre-bid meeting on September 3, 2026. A local-vendor participation requirement mandates that a minimum of 15 percent of total contract value be performed by businesses located within Douglas County, with bidders required to identify proposed local vendors and subcontractors in their response.
The scope encompasses the design, construction documents, permitting, site preparation, and construction of a 4,990-square-foot addition to the existing 12,000-square-foot facility, selective demolition, and interior renovation of the existing structure. The design must include specialized spaces for WIC services, Safe Kids Injury Prevention, covered drive-through bays for car seat checks, pregnancy-related services, an Express Clinic for rapid testing, chronic disease prevention programs, infectious disease screening, and flexible spaces for future public health services. The facility must remain operational during a phased construction approach. All work must comply with 2024 International Building Code with Georgia amendments, 2024 International Plumbing Code, 2024 International Mechanical Code, 2023 National Electrical Code, and applicable NFPA standards including NFPA 13 for sprinkler systems and NFPA 101 Life Safety Code. Geotechnical engineering reports are included establishing subsurface conditions, foundation design parameters (3,000 psf allowable bearing pressure), and structural fill compaction requirements. Pre-renovation hazardous building materials inspection identified assumed asbestos-containing materials requiring abatement by Georgia-licensed contractor prior to demolition.
The Design-Builder shall provide 180 days for design, construction documents, and permitting, followed by 365 consecutive calendar days for construction, totaling 545 days for substantial completion. Liquidated damages of $500 per day apply for delays beyond substantial completion. All contractors and subcontractors must comply with Georgia Security and Immigration Compliance Act requirements and O.C.G.A. 13-10-91, including registration with the E-Verify federal work authorization program and submission of notarized affidavits prior to bid submission. Payment and performance bonds are required from the winning bidder and subcontractors with contracts exceeding $50,000. Bid bonds equal to five percent of estimated project cost are required. The project is funded through Cobb & Douglas Public Health reserve funds and appropriations from the Douglas County Board of Commissioners General Fund. Questions are due September 9, 2026 at 4:00 PM EDT. Bidders must submit at least three professional references demonstrating prior design-build experience. Award will be made to the highest-scoring responsive and responsible proposer based on experience and performance, staffing qualifications, availability, approach, financial stability, and cost of services, with award notification and contract execution required within twenty-one calendar days of selection.
