About this opportunity
The City of Atlanta Department of Aviation is soliciting preventive and corrective maintenance, inspections, testing, emergency response, and limited janitorial services for mechanical, electrical, plumbing, and fire protection systems supporting IT infrastructure throughout Hartsfield-Jackson Atlanta International Airport, with a pre-solicitation conference scheduled for July 22, 2026, and questions due by July 31, 2026. The procurement follows a two-step process: prequalification phase, then sealed-bid IFB for qualified contractors.
Scope encompasses approximately 157 MDF/IDF rooms in the Central Passenger Terminal Complex, 84 MDF/IDF rooms in non-CPTC support facilities, distributed antenna system installations at Concourse T, 15 outdoor communication pedestals, and 3 communication vaults. The contractor must maintain 24/7/365 emergency response capability with tiered response commitments: Priority 1 issues require acknowledgment within 30 minutes and on-site dispatch within 1–3 hours with resolution within 3–5 hours; Priority 2 within 1 hour and 8 hours; Priority 3 within 4 hours and 3 business days; Priority 4 within 24 hours and 7 calendar days.
Personnel must hold current Georgia HVAC and electrical licenses with EPA Section 608 certification and NFPA 70E training respectively; NICET-certified fire system technicians; and OEM-trained UPS specialists. The five-year contract term includes potential extensions and allocates $500,000 annually for work authorization requests beyond base services. Year 1 pricing is lump-sum; subsequent years increase 3.5% compounded. All corrective maintenance is performed time-and-material.
Prequalification evaluation considers experience with mission-critical HVAC, electrical, UPS, fire alarm, and fire suppression systems; emergency response capabilities; regulatory compliance; personnel qualifications and certifications; response time performance; safety standards; and airport security compliance. A mandatory site tour begins at approximately 2:45 p.m. on July 22 and lasts about one hour. Registration is required by July 20 at 5:00 p.m.
Contractors must maintain workers' compensation at statutory limits; commercial general liability of $1,000,000 per occurrence / $2,000,000 aggregate; commercial automobile liability of $1,000,000 combined single limit; excess or umbrella liability of $5,000,000 per occurrence; and cyber liability of $2,000,000 per occurrence / $2,000,000 aggregate. Non-compliance penalties range from $750 to $3,500 per occurrence.
Opportunity text
The City of Atlanta, on behalf of the Department of Aviation, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) for the procurement of qualified contractor to provide preventive and corrective maintenance, inspections, testing, emergency response, reporting, and limited janitorial services for the mechanical, electrical, plumbing, and fire protection systems that support the Airport¿s IT infrastructure. Services will cover MDF rooms, IDF rooms, UPS rooms, DAS rooms, communication vaults, outdoor communication pedestals, and other related IT support facilities throughout the Airport. Interested vendors during the prequalification phase will be evaluated based on their experience providing maintenance and repair services for mission-critical facilities, including HVAC, electrical, UPS, fire alarm, and fire suppression systems. Vendors must also demonstrate emergency response capabilities, regulatory compliance, and the ability to perform services safely and effectively within an active airport environment. Evaluation will also consider personnel qualifications and certifications, including licensed HVAC and electrical technicians, NICETcertified fire protection technicians, OEM-trained UPS specialists, and the firm's ability to meet stringent performance standards, response times, safety requirements, and airport security requirements. The City¿s expectation is that the selected vendor ensures reliable, responsive, and high-quality maintenance services that support the continuous operation, environmental stability, electrical reliability, life-safety compliance, and overall operational readiness of the Airport¿s critical IT infrastructure systems. A Pre-Solicitation Conference will be noticed and held to provide additional details and answer questions from interested vendors. We look forward to your participation.
