About this opportunity
The Massachusetts Emergency Management Agency (MEMA) is issuing a Request for Proposal (RFP) for Radio Tower Implementation Services, Project Number PO 436, located in Middlesex County, Massachusetts. The contractor selected will be responsible for providing and installing all equipment on a new 180-foot tower and in a new communications shelter at MEMA's headquarters in Framingham, MA. This includes furnishing antennas, transmission system components, combiners, multicouplers, radios, and media converters, and ensuring the installation meets Motorola R56 grounding standards. The contractor will also be tasked with transitioning all existing radio services to the new tower and shelter, allowing the decommissioning and removal of the three existing towers. Proposals are due by July 8, 2024, and a mandatory pre-proposal conference and site walk will be held on June 12, 2024. MEMA will evaluate proposals based on the respondent's ability to meet the technical and functional requirements outlined in the RFP, and the contract will be awarded to the respondent that provides the best value to the agency.
The procurement has a 1% Supplier Diversity Program (SDP) spending commitment, and bidders must complete an SDP Plan Form identifying the certified diverse businesses they propose to utilize. While DCAMM certification is not required for this portion of the project, bidders must submit a Certificate of Eligibility, a completed Update Statement, and a 5% bid bond or other acceptable deposit. The estimated construction cost for the project is $1,000,000, and Motorola Solutions is listed as the sole bidder, with a contract price of $1,165,617.00. The procurement is funded solely by the Commonwealth of Massachusetts and does not involve any federal funding sources.
