About this file

This document contains a Question and Answer (Q&A) session related to the PO 436 Radio Tower Implementation project by the Massachusetts Emergency Management Agency (MEMA). The project involves the relocation and implementation of various radio equipment, including GTR 8000 radio units, APX consolettes, combiner and duplexer systems, and a PTZ security camera. Key details include minimum 3-year equipment warranties, backup power requirements, fiber optic cabling specifications, Federal equipment relocation, and scanner integration. The project will be completed in two phases, with the first phase focused on the tower construction and related installation work. The second phase will address the relocation of additional Federal equipment. No bid extensions will be provided, and DCAMM certification is not required for this portion of the project.

Regarding pricing, the Q&A clarifies that inverters are the preferred solution for AC-powered equipment, and UPS power can be considered on a case-by-case basis. A performance bond is required for this project, which is funded solely by the state and does not involve any federal funding sources.

PO 436 Radio Tower Implementation Q & A

1. Is a standard manufacturer warranty acceptable?

Minimum 3 year warrantee.

2. In the document labeled "O-C Agreement PO 436" on page 5 there is a sentence that states additional insurance provisions are contained in Article XIV of the General Conditions of the Contract. Where are the General Conditions of the Contract? None of the documents provided contain any sections labeled with roman numerals.

There are no additional Insurance Provisions for this project. That document is a standard form that must be included in all Bid Postings.

3. Is there a backup time requirement (i.e. 2 hours, 4 hours etc.) for the equipment for the DC battery system?

Minimum of 2 hours.

4. For the DC battery system, what equipment will require backup? Is it only the equipment specified in Appendix B in the equipment column or does additional equipment not specified in the RFP also need to be included? If so, please specify the additional equipment required to be backed up?

All equipment in shelter to greatest extent possible including all equipment in revised appendix B. Vendors should consider the power needs of 3 100 watt GTR base stations and 6 APX consolettes in addition to their back up power plan. This equipment is proposed to be added after project completion. Vendors should include inverters for 110v equipment.

5. Can MEMA specify the exact frequencies that will be used for each of the Combiners and Duplexers that are being requested to ensure that the proper bandwidths and filtering is taking into consideration for the design of these frequency specific elements?

To be followed up.

6. Are the GTR 8000's specified in Appendix B new or existing models that need to be moved?

GTR equipment is being relocated.

7. Are the "New" Consolettes specified in Appendix B standalone or do they required a direct interface to the existing Consoles at MEMA?

See revised appendix B. 9 consolettes will be back hauled via “MCD Network” the remaining consolettes will be A-CIM core connected. Vendors should provide equipment necessary to create C-SUB core site in shelter.

8. Who is responsible for the Electrical Surge Protection? It appears that this is a requirement of Phase 1 for the tower only bids along with the shelter installation?

Vendors in this phase of the project will be responsible for surge protection on any equipment they install.

9. Who is responsible for the sites exterior grounding as there is not a requirement for performing the civil work?

This is handled in Phase 1 construction part of this project.

10. Who is responsible for the conduit/fiber duct for the fiber runs to the bunker? Please specify the fiber mode and number of strands required and total length of fiber runs required.

Multimode fiber shall be fiber type: 50/125, OM4. Vendors should refer to knowledge gained during site visits to estimate fiber distances. Venders should install 2 48 pair fiber cables.

11. What type of cable management is required for the fiber run from the shelter to the bunker and which RFP is responsible to provide the management?

Phase 1 RFP covers installation of cable management.

12. Is the console equipment being upgraded or changed in any capacity as part of this RFP? If so can the specifics to what is required be addressed including any hardware or software upgrades?

This project adds new C-SUB and the switches existing 4 wire resources (APX Consolettes) to A-CIM

13. During the Pre-Bid and Site Walks, there were discussions about moving the HF antenna that is currently located on the upper platform of the MEMA Bunker. Is this part of the Phase 1 Tower only bid or if this is part of Phase 2 and can the specifics of this move be addressed in order to respond to this element accordingly? The information and / or specifics that we would like to request includes the mounting procedures and equipment for the long wired V inverted antenna system as part of the RFP requirements.

The two steel poles support the east / west leg of the inverted V antenna are being installed as part of Phase 1. Vendors in Phase 2 will provide and install the inverted V antenna hardware insulators and cabling.

14. Is the Federal equipment that was addressed during the site walks part of the physical move in Phase 2? Can the specifics be addressed to what needs to be moved so the scope can be captured properly.

The scope of work on this project will include the relocation of the FEMA IR-10 repeater, duplexer, and back haul components. The vendor will also relocate the FNARS base radio to the new shelter. IR-10 will require Internet connection between the ISP source downstairs (MEMA Supplied) and the new shelter (Vendor Supplied) to back haul IR-10 back to FEMA. A dedicated fiber link between the FNARS radio and the control interface located downstairs in the MEMA Dispatch area. Venders should consider this when planning fiber allocations.

NOTE: FNARS antenna connection currently terminates at the base of the SOUTH tower junction box. It is preferred this this cable to picked up at the base of the FNARS telephone pole above ground and carried to the new tower via ice bridge that run to the new tower ice bridge and terminated in the new shelter per R56.

15. What is the use case for the PTZ camera on the tower? What will the camera surveil?

Camera should be capable of reading license plates on MEMA property, Identify persons walking on property and used to monitor incoming weather

16. Is there a requirement for a new 8MP camera to be installed on the newly constructed tower? If not, please clarify which specific camera is needed to be relocated to the new tower?

The vendor will be supplying a 8mp minimum camera and installing the new camera at the specified location.

17. Can the specifics of the scanner requirements be specified including any interfaces to control points?
