About this opportunity
The City of Pasadena Public Works Engineering Division is seeking proposals for on-call structural engineering services to support maintenance and capital improvement projects involving City-owned buildings and infrastructure, with proposals due November 17, 2026 at 2:00 p.m. through the eProcurement Portal and questions due October 27, 2026 at 2:00 p.m.
Proposers must demonstrate at least five years of experience providing structural engineering services of comparable nature, size, and complexity. The Principal-in-Charge and all individuals proposed to serve as engineer of record or responsible-charge structural peer reviewers must hold active California Structural Engineer licenses. The City may award separate five-year agreements to multiple qualified firms; no optional extension periods are included. Compensation under each agreement shall not exceed $1 million, with no minimum work or compensation guaranteed. Work is authorized through individual written Task Orders establishing scope, staffing, deliverables, schedule, and not-to-exceed fee. No work may commence without written City authorization, and if the City and initially selected consultant cannot agree on Task Order terms, the City may negotiate with another qualified on-call consultant.
Scope includes structural assessments, site investigations, seismic evaluations, feasibility studies, structural analyses and design, independent peer reviews, technical document preparation, permitting assistance, bid and construction-phase services, and quality assurance for historic and nonhistoric concrete buildings, unreinforced masonry structures, wood-framed and steel-framed buildings, bridges, retaining walls, and foundations.
The City will evaluate proposals on relevant structural engineering experience (30 points), qualifications and experience of proposed key personnel (30 points), technical approach and quality assurance procedures (20 points), on-call management and responsiveness (10 points), local Pasadena business preference (5 points), and small or micro-business preference (5 points). Technical proposals are limited to 50 combined pages; hourly rate schedules must be submitted separately and remain firm for the first year, with annual adjustments capped at the lesser of 12-month CPI change or three percent thereafter. Proposals and offered rates must remain valid for 120 calendar days following submission. Proposers must submit a Unique Entity Identifier (UEI) from SAM.gov and complete mandatory City compliance forms including conflict-of-interest disclosure, disqualification disclosure, non-collusion declaration, prevailing-wage and living-wage certifications, and federal lobbying disclosures under 31 U.S.C. Section 1352.
