About this opportunity

The Colorado Department of Public Health and Environment is requesting bids on the MT GOAT Site Construction Project under IFB 2026-000006, with bids due August 11, 2026. The project involves site development work across three locations: Adams Birch Street Site, SACWSD Pump Station Site, and Eastwood Heights Park Site in Arapahoe County and Denver. A pre-bid meeting has been held; Addendum 1 sign-in sheet was posted August 6, 2026.

The scope encompasses site grading, utility infrastructure installation, prefabricated shelter pad construction with concrete and asphalt work, drainage swales, electrical service upgrades, and coordination with utility providers (Xcel Energy and Black Hills Energy). Electrical work includes new 50 kVA single-phase transformers, 200-ampere load centers, meter disconnects, and EV-ready parking infrastructure. Structural design parameters establish ground snow loads of 35 psf, wind speeds of 115 mph, seismic design category B, and reinforced concrete construction meeting ACI 318 and ACI 301 standards with minimum 3,000 to 4,000 psi compressive strength. All electrical work must comply with the 2023 National Electrical Code and 2024 International Building Code with Colorado amendments. Site development design documents were finalized June 26, 2026, by Design Edge, P.C. and Anchor Engineering, Inc.

Bidders must submit costs using the provided template, itemized by site and activity. Electrical allowances within the cost template will not be factored into low-bid evaluation. Bid security of not less than 5% of the bid price is required. Bidders must comply with prevailing wage requirements (projects estimated at $500,000 or more), the 80% Colorado Labor requirement for State Public Works projects exceeding $500,000, and State Apprenticeship Utilization requirements for projects estimated at $1 million or more. Bidders claiming non-compliance with the 80% Colorado Labor requirement must submit written justification. A Colorado resident bidder preference applies under state procurement policy. Bids must be submitted through BidNet (www.bidnetdirect.com/cdphe) no later than one hour before the deadline. All bidders must complete and submit the Acknowledgement and Attestation Form, Bid Form (SBP-6.13), Bid Bond (SBP-6.14), Vendor Information-Confirmation of Offer Form, Unit Pricing Form (SBP-6.133), and Direct Labor Burden Calculation (SBP-6.18).
