MT GOAT Site Construction Project
This Invitation for Bid (IFB) document is issued by the State of Colorado for the MT GOAT Site Construction Project. The project encompasses site construction work at the MT GOAT location in Colorado. The scope of work includes preparation, excavation, grading, utilities installation, and associated site development activities necessary to prepare the property for subsequent construction phases. Bidders are required to submit sealed bids by the specified due date to be considered for award. The project timeline includes provisions for site mobilization, phased construction activities, and final site completion. A pre-bid meeting or site visit may be scheduled to allow prospective bidders to examine the project location and clarify scope requirements. Contract award is anticipated following bid evaluation and approval by the Colorado state purchasing authority, with the contract term covering the duration of site construction activities.
The IFB establishes pricing requirements on a lump-sum or unit-price basis, with bidders responsible for all labor, materials, equipment, and overhead necessary to complete the work. Specific set-asides or preferences may apply to Colorado-based contractors or certified disadvantaged business enterprises in accordance with state procurement policies. Funding for the project is provided through Colorado state sources, with the total project budget and payment schedule detailed in the bid documents. Bidders must demonstrate financial capability, relevant construction experience, and compliance with applicable state licensing and insurance requirements to be eligible for consideration. All bids must include detailed cost breakdowns, project schedules, and qualifications documentation as specified in the IFB.

PROJECT OVERVIEW
Introduction The Colorado Department of Public Health and Environment (CDPHE) Air Pollution Control Division (APCD) Air Toxics & Ozone Precursors Program (ATOPs) is developing the Municipality-Tied Ground-based Observations of Air Toxics (MT GOAT) network to support the community-based air toxics monitoring requirements of Colorado House Bill 21-1189 (HB21-1189), commonly known as the Regulate Air Toxics Act. The MT GOAT network will continuously monitor benzene (C6H6), hydrogen cyanide (HCN), hydrogen sulfide (H2S), and other air toxics in disproportionately impacted (DI) communities near certain covered facilities in Colorado. In addition to air toxics, each MT GOAT network site will also be equipped with a meteorological station to measure parameters such as wind direction, wind speed, solar radiation, temperature, pressure, and relative humidity.
This is an environmental and public health project. The value of developing these sites is providing high quality air monitoring data to the State and local stakeholders (county officials, institutions of higher education, the covered facilities, and impacted communities) to better characterize air pollution in these regions. Reducing pollution and improving air quality is a key part of the strategic plan for CDPHE.
The State of Colorado, Colorado Department of Public Health and Environment (CDPHE) is soliciting bids from qualified contractors for the ATOPs SB MT GOAT Site Construction project.
This project serves to construct three (3) of the MT GOAT network sites. Three air monitoring shelters have already been purchased for this project. Two of the shelters are 8’ W x 8’ L x 8’ H and one of the shelters is 15’ W x 20’ L. Power (100-200 A, 120 V, 50/60 Hz) must be provided to the air monitoring shelters. Each site shall include the installation of a cement pad and walkway built to State approved specifications.
Security fencing must be installed at each site, if not already provided by the landowner. The larger site must include parking spaces. The air monitoring shelters will have ladder/stair access to the roof, so the area over the station must be clear of obstructions or power lines. The instrumentation within the air monitoring stations will run continuously. Although the instruments can be monitored remotely, APCD staff will need 24/7 site access in case of instrument issues and for regularly scheduled maintenance visits.
Scope of Services
The scope of services will include full Construction Contracting Services for the project specified during the process of construction and warranty period to the State as per the Advertisement for Bid. Specific tasks to be performed by the Contractor include those generally performed by the construction community where the Contractor is the prime vendor to the State. Bidders shall reference the drawings, specifications, and supporting documents in the Appendices for an understanding of the entire scope of the project.
OSA-AFB-1 pg. 3
Per C.R.S. §38-26-106, if a contract amounts to $150,000 or more, the awarded contractor shall provide payment and performance bonds not less than 50% of the value of the contract. The costs associated with this bond are to be included in the contractor’s bid.
This project serves to construct three of the MT GOAT network sites. The site locations include the “Adams Birch Street Site” (7305 Birch St, Commerce City, CO 80022), the “SACWSD Pump Station Site” (80th Ave and Jasmine St, Commerce City, CO, 80022), and the “Eastwood Heights Park Site” (17th St and Beaumont St, Pueblo, CO, 81001). Three pre-fabricated air monitoring shelters have already been purchased for this project. Exhibit C of this AFB includes the design details for each of the three sites.
The Adams Birch Street Site pre-fabricated air monitoring shelter is 11’10” W x 20’ L (~10,000 lb). Power (120 V, 50/60 Hz, 200 A) must be provided to the air monitoring shelter, which has a prewired 200 A load center. This site shall include the installation of a cement pad (22’ W x 30’ L), anchor points for the shelter, and a walkway built to State and local approved specifications and requirements as described in Exhibit C. Due to the uneven terrain, this site requires a minor swale to be installed to the north side of the shelter to direct flows around the building (Exhibit C). A portion of pre-existing security fencing must be removed at this site, and additional security fencing must be installed at this site (standard 6’ chain link fence). This site must include the installation of three parking spaces. The Contractor shall be responsible for the installation of the pre-fabricated air monitoring shelter onto the cement pad and anchor points. The pre-fabricated shelter is currently stored outdoors immediately adjacent to the Adams Birch Street site, and will require a crane to move. Access to the Adams Birch Street site must be coordinated in advance with CDPHE staff.
The Eastwood Heights Park Site pre-fabricated air monitoring shelter is 8’ W x 8’ L x 8’ H (~5000 lb). Power (120 V, 50/60 Hz, 100 A) must be provided to the air monitoring shelter, which has a prewired 100 A load center. This site shall include the installation of a cement pad (15’ x 15’), anchor points for the shelter, and a walkway built to State and local approved specifications as described in Exhibit C. Due to the uneven terrain, this site requires leveling prior to installing the cement pad and a minor swale to be installed to the east side of the shelter to direct flows around the building (Exhibit C). The shelter door must face Beaumont Street. Security fencing (8’ tall mini mesh / non-climbable chain link fence with a 45 degree overhang at the top of the fence) must be installed at this site. The Contractor shall be responsible for the transport of the pre-fabricated air monitoring shelter to the Eastwood Heights Park site, as well as the installation of the pre-fabricated air monitoring shelter onto the cement pad and anchor points. The pre-fabricated air monitoring shelter is currently stored indoors at a CDPHE facility (9500 W 49th Ave, Suite D106, Wheat Ridge, CO 80033), and will require an off-road forklift with minimum 9 foot-long forks to move.
OSA-AFB-1 pg. 4
The SACWSD Pump Station Site pre-fabricated air monitoring shelter is 8’ W x 8’ L x 8’ H (~5000 lb). Due to the uneven terrain, this site requires a minor swale to be installed to the north side of the shelter to direct flows around the building (Exhibit C). This site includes pre-existing security fencing, so no additional security fencing is required. The Contractor shall be responsible for the transport of the pre-fabricated air monitoring shelter to the SACWSD Pump Station site, as well as the installation of the pre-fabricated air monitoring shelter onto the cement pad and anchor points. The pre-fabricated air monitoring shelter is currently stored indoors at a CDPHE facility (9500 W 49th Ave, Suite D106, Wheat Ridge, CO 80033), and will require an off-road forklift with minimum 9 foot-long forks to move. Access to the SACWSD Pump Station site must be coordinated in advance with CDPHE staff.
