The scope encompasses preventive maintenance, diagnostic repair, and removal/installation services for 248 Harris M-7300 mobile radios, 248 Conduent IVU-2100T processors, 248 OrbStar MDTs, associated antennas, handsets, and six VoIP tablet systems across OCTA's fleet of 218 Ford StarTrans buses operated at multiple Orange County locations (Anaheim, Garden Grove, Irvine, Santa Ana, Fullerton, Goldenwest, Laguna Hills, Newport Beach). The contractor must maintain a 15-minute phone response time and 3-hour on-site response time, provide daily coverage Monday–Saturday 4:00 p.m. to 1:30 a.m., ensure no more than five vehicles out of service daily, and keep units under repair for no more than seven consecutive days ($400/day penalty for exceedances). The contractor must be trained and certified on Harris M-7300 radios, Conduent IVU systems, and related equipment. The primary maintenance facility is OCTA's 16281 Construction Circle West, Irvine facility. The contractor assumes responsibility for all spare parts, packing, crating, and shipping to Conduent repair facilities in Columbia, Maryland and Roanoke, Virginia. Davis-Bacon prevailing wages apply; contractors must pay mechanics and laborers no less than the higher of federal or California prevailing wage rates, submit certified weekly payrolls within seven days, and maintain payroll records for three years.
The estimated contract value is $200,000 for the one-year initial term commencing September 1, 2026. The contract term is structured as monthly preventive maintenance at firm-fixed rates and hourly diagnostic/installation labor at firm-fixed rates; prices must remain firm for the entire term with no increases permitted. Award will be made to the lowest responsive and responsible bidder based on lump-sum price (90% weight) and parts markup percentage (10% weight). All bidders must submit firm-fixed, fully-burdened pricing including parts, freight (F.O.B. destination), travel, overhead, and taxes; pricing must be held firm for 120 days after bid closing.
