About this opportunity

Indiana Department of Administration is soliciting proposals for laundry services for hospital linens at Indiana Veteran's Home under RFP 27-88106, with proposals due October 28, 2026 at 3:00 PM Eastern Time and a pre-proposal conference on September 30, 2026 at 10:15 AM Eastern Time (in-person and virtual). A 3% Indiana Veteran Owned Small Business (IVOSB) subcontracting goal applies; respondents must submit IVOSB Commitment Forms (Attachment A) for each proposed IVOSB subcontractor certified by the State and appearing on the Certified IVOSB listing on or before the proposal due date, with participation representing a value-added contribution directly related to the solicitation's requirements.

The scope covers supply, pickup, delivery, laundering, inventory tracking, repair or replacement, and management of hospital linens and resident clothing for a 105-resident facility with 120-bed capacity at Indiana Veteran's Home in West Lafayette. Services include hospital-type linens—sheets, pillowcases, towels, blankets, gowns, underpads, wash cloths—picked up and delivered twice weekly Monday through Friday, with daily deliveries between 6:00 AM and 1:00 PM. The contractor must comply with Centers for Medicare & Medicaid Services (CMS) infection control standards, OSHA bloodborne pathogen rules, and Centers for Disease Control and Prevention (CDC) guidelines; preference is given to vendors holding Hygienically Clean Healthcare or HLAC certifications. Linen loss shall not exceed 5 items annually; resident clothing must be returned within 24 hours of pickup; delivery shortages must be rectified within 24 hours.

The contract runs five years with one optional renewal year at the State's option. The cost proposal template (Attachment D) specifies 15 hospital laundry line items with estimated annual quantities and personal laundry pricing by pound and trip, with all pricing all-inclusive across the four-year initial term. Evaluation is scored on a 91-point scale: mandatory requirements (pass/fail), management and quality (50 points), price (30 points), Buy Indiana Initiative preference (5 points), and IVOSB commitment (5 points plus possible 1-point bonus). The contractor must maintain commercial general liability insurance with minimum limits of $700,000 per person and $5 million per occurrence. Questions are due October 7, 2026 by 3:00 PM Eastern Time; responses will be posted by October 14, 2026. Pricing must remain firm for 180 days from award issuance.
