About this file

This is a Question and Answer response document for RFP 27-88106 issued by the Indiana Department of Administration for laundry services at Indiana Veteran's Home (IVH) in West Lafayette. The solicitation seeks comprehensive laundry services for a 105-resident facility with 120-bed capacity, including supply, pickup, delivery, laundering, inventory tracking, and management of hospital linens and resident clothing. Services encompass hospital-type linens such as sheets, pillowcases, towels, blankets, gowns, underpads, and washcloths, with pickups and deliveries required twice weekly Monday through Friday between 6:00 AM and 1:00 PM. The contract term is five years with one optional renewal year at the State's option. Proposals were due October 28, 2026 at 3:00 PM Eastern Time, with a pre-proposal conference scheduled for September 30, 2026 at 10:15 AM Eastern Time. Questions were due October 7, 2026 by 3:00 PM Eastern Time, with responses posted by October 14, 2026.

The cost proposal template specifies 15 hospital laundry line items with estimated annual quantities and personal laundry pricing structured by pound and trip, with all pricing required to be all-inclusive for the initial four-year term and firm for 180 days from award issuance. A 3% Indiana Veteran Owned Small Business (IVOSB) subcontracting goal applies, requiring submission of IVOSB Commitment Forms for certified subcontractors. The evaluation is scored on a 91-point scale comprising mandatory requirements, management and quality (50 points), price (30 points), Buy Indiana Initiative preference (5 points), and IVOSB commitment (5 points plus possible 1-point bonus). The contractor must maintain commercial general liability insurance with minimum limits of $700,000 per person and $5 million per occurrence and comply with Centers for Medicare & Medicaid Services (CMS) infection control standards, OSHA bloodborne pathogen rules, and CDC guidelines, with preference given to vendors holding Hygienically Clean Healthcare or HLAC certifications. The specific Q&A responses address a bidder's inquiry regarding the bath cover specifications (Standard Textile Bath Blanket 70 W X 90 L Inch, Cotton 85%/Polyester 15%) and clarify that the State of Indiana cannot waive the mandatory Termination for Convenience clause despite bidder concerns regarding substantial upfront capital investment.

1Attachment D Cost Proposal TemplateLine 17, Sheet 21Bed CoverCould you please describe or provide a picture of the bath cover you are requesting?Standard Textile Bath Blanket 70 W X 90 L Inch Cotton 85% / Polyester 15% .
2Attachment E Business Proposal Template5.1-Contract Terms/Clauses2 of 8Termination for Convenience. It states that this is a mandatory requirement for bid. We will be making a substantial investment in up from costs for the initial hospital linen delivery and for you to cancel for convenience without cause is tough to justify. In the Professional Services Contract that you provided, it has section 21. for Funding Cancelation Provisions and 45. Termination for Default, which we would accept. The addition of Cancelalation for Convenience (44.) makes these sections redundant. Would you be willing to waive the request for the madatory Cancelation for Convience if we were willing to accept these other 2 sections given the amount of up front capital we are investing in order to servce IVH responsibly and correctly? The State of Indiana cannot remove Cancelation for Convenience.
