About this opportunity
The Santa Rosa County Board of County Commissioners, Florida, is soliciting sealed bids for Invitation to Bid No. 26-019 for the Laredo Street Sidewalks project, a construction contract requiring the installation of approximately 4,500 linear feet of five-foot-wide concrete sidewalks along Laredo Street in Santa Rosa County. The scope of work includes clearing and grubbing, earthwork, sidewalk installation with ADA-compliant markings and warnings, concrete driveways, drainage improvements, signage, boardwalk construction in wetland areas, and all related site restoration and utility coordination. The project, designed by Rebol-Battle & Associates serving as the Engineer of record, requires substantial completion within 150 calendar days from the Notice to Proceed and final completion within 180 calendar days, with liquidated damages assessed at $1,685.00 per calendar day for delays beyond either deadline. Qualified contractors must be properly licensed under Florida Statutes Chapter 489, maintain current registration with the Florida Division of Corporations (SunBiz), and carry comprehensive insurance including workers' compensation meeting Florida statutory requirements with employer's liability coverage of $100,000 per accident and $500,000 per policy, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and business auto liability of $500,000 per occurrence; all liability policies must name Santa Rosa County as an additional insured with A.M. Best ratings of B++V or better and 30-day cancellation notice requirements. Sealed bids, submitted through the Santa Rosa County e-Procurement Portal at https://procurement.opengov.com/portal/santarosafl, were due by 10:15 a.m. on Monday, March 9, 2026, with public opening conducted via Microsoft Teams; questions regarding the procurement were required to be submitted through the portal by 12:00 p.m. on Monday, February 23, 2026. Bids must include a five-percent bid guarantee in the form of a certified check or bid bond, and contractors must provide unit-price-based lump-sum bids on nineteen line items with estimated quantities provided by the County; if the contract exceeds $200,000, the successful contractor must provide performance and payment bonds equal to 100 percent of the contract amount. Progress payments will be made monthly on approximately the fifteenth of each month at 95 percent of completed work, with five percent retainage held until final completion.
Santa Rosa County encourages participation from all segments of the business community, including small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, and does not discriminate based on race, color, religion, national origin, disability, sex, or age in contract administration. No incumbent vendors or current contractors are identified in the procurement documents; however, the project requires coordination with existing utility providers, particularly Okaloosa Gas regarding four-inch polyethylene gas mains with multiple potential conflicts throughout the project corridor, as well as existing cable television, water, and sewer utilities requiring protection or relocation during construction. The contractor must obtain released-for-construction drawings from Rebol-Battle & Associates before commencing work and must comply with FDOT Standard Specifications, ADA accessibility standards, and PROWAG sidewalk requirements, with all concrete work meeting 3,000 PSI compressive strength specifications. The County maintains the right to waive irregularities in bids, reject any or all bids for sound documented reasons, award based on its determination of best interest to Santa Rosa County, and terminate the contract for convenience with payment limited to actual costs of completed work plus approved costs and ten percent for overhead and profit. The specific contract award value is not disclosed in the procurement documents; however, contractors should base their bids on the 19 line items and estimated quantities provided in the bid schedule to calculate their total contract price.
