The scope encompasses commercial, resort-quality landscape maintenance across 27 designated areas including hotel corridors, parking facilities, fire stations, administrative buildings, and roadway corridors. Work hours are 3 a.m. to 5 p.m. Monday through Friday, with modifications near resorts (no earlier than 8 a.m.) and fire stations (no earlier than 7 a.m.), subject to seasonal adjustments. The contract term is three years with an optional two-year renewal.
Mandatory qualifications include Florida Green Industries Best Management Practices (GI-BMP) certification for all employees; Florida Department of Agriculture Pest Control Business License and Operator Certificate for chemical applicators; FDOT Temporary Traffic Control Advanced and Intermediate certifications; Certified Irrigation Contractor (CIC) for the onsite manager and Certified Irrigation Technician (CIT) for technicians; and demonstrated understanding of Rain Bird Maxicom Central Control System. Bidders must submit three similar project references demonstrating at least two consecutive years of commercial, resort-quality landscape maintenance experience under contracts with workforces of fifty or more employees, including no fewer than five simultaneous crews. All certifications and licenses must be active and current at bid opening.
Insurance requirements include Commercial General Liability ($1 million per occurrence, maintained for two years after contract expiration), Automobile Liability ($1 million per occurrence), Workers' Compensation ($1 million per occurrence), and Umbrella Liability ($1 million per occurrence). All policies except Workers' Compensation and Professional Liability must name the District and affiliated entities as additional insureds on a primary and non-contributory basis.
The District awards to the lowest responsive and responsible bidder and reserves the right to award to the next lowest bidder or reject all bids. Bidders must submit multiple affidavits including Foreign Countries of Concern and Human Trafficking Certification, Conflict of Interest and Public Entity Crime Affidavit, and compliance with E-Verify employment verification, drug-free workplace, and public records laws.
