About this file

This is an exhibit document outlining NPDES MS4 mandatory reporting requirements for the Landscape Maintenance Services contract (ITB No. C007087) awarded by the Central Florida Tribal Office of Distribution (CFTOD) in Florida. The contractor is required to maintain detailed records and provide annual reporting to demonstrate compliance with the District's National Pollutant Discharge Elimination System Municipal Separate Storm Sewer Permit. The reporting period may not align with the calendar year, necessitating precise documentation throughout the contract term. The contractor must be prepared to implement any changes to reporting requirements as directed by CFTOD staff without additional expense to the District.

Annual reporting requirements include submission of contractor certified licensed applicator information with copies of licenses (such as FDACS pesticide, herbicide, or fertilizer licenses), documentation of training courses conducted on pesticide, herbicide, and fertilizer applications with course titles, dates, and attendee lists, and Green Industry BMP Program training certificates. The contractor must provide a copy of Standard Operating Procedures addressing inventory maintenance, proper storage and mixing of products, elimination of ineffective spraying programs, use of non-toxic pesticides where practical, application timing based on growth cycles, and efficient chemical management practices including drift-retardants and weather-appropriate application. Additionally, the contractor must submit mowing records documenting specific dates for dry and wet retention pond mowing (with pond names from provided maps), swale mowing (with roadway names and mowing limits), and canal levee mowing (with canal names and levee mowing limits).
