About this opportunity

The State of Maryland Department of General Services is requesting bids on rooftop unit replacement at Western Correctional Institution under IFB KN-000-220-002A, with bids due November 11, 2026 at 2:00 p.m. via eMMA and a mandatory pre-bid conference and site visit on October 19, 2026 at 10:00 a.m. A 10% Minority Business Enterprise subcontracting goal applies; liquidated damages for MBE non-compliance are $1,500 per calendar day.

The scope includes replacement of twelve rooftop air handling units (RTUs) and associated condensing units; one condensing unit serving six walk-in coolers; and six evaporators serving walk-in coolers. Work also encompasses modifications to roof decking, curbs, and structural supports, and conversion of the existing pneumatic control system to direct digital controls (DDC). The base bid covers airflow balancing and replacement of kitchen walk-in cooler/freezer doors, lights, and HVAC systems. Add-Alternate #1 provides complete replacement of kitchen walk-in cooler/freezers. Unit pricing is established for optional work including interior painting, floor and ceiling tile replacement, door replacement, and fan coil unit replacement on the first floor. The project will be executed under a single prime contract with sequential replacement of one AHU system at a time, each fully operational before the next replacement begins. Bidders must develop and submit a sequencing plan for agency approval prior to first payment application.

The contract is a firm fixed price construction agreement covering all pre-construction, construction, and post-construction administrative closeout. Performance period is 1,095 consecutive calendar days from Notice to Proceed. The facility is located at 13800 McMullen Highway, Cumberland, Maryland 21502. Bidders must demonstrate minimum five years' experience performing similar HVAC work and completion of at least one comparable project within the past five years, along with valid Maryland state licensure. All goods must be American-manufactured unless they qualify as emergency life safety goods or DGS determines exceptions apply. Prevailing wage rates apply; contractors must submit certified payroll within 14 calendar days of each payroll period end. Bid bonds (5% of total bid amount plus add alternates) are required; performance and payment bonds in the full contract amount are mandatory upon award. Award is made to the lowest responsive and responsible bid on a "by lot" basis (all items or none). Questions are due October 27, 2026 at 2:00 p.m.
