About this file

This is a 100% Construction Documents Project Manual prepared by the Maryland Department of General Services (DGS) for the Western Correctional Institute Rooftop Unit Replacement project located at 13800 McMullen Highway, Cumberland, Maryland 21502 (DGS Project No. KN-000-220-002A). The project scope includes replacement of twelve rooftop air handling units (RTUs) and associated condensing units; replacement of one rooftop condensing unit serving six walk-in coolers; replacement of six evaporators serving six walk-in coolers; modifications to roof decking, curbs, and structural supports; and conversion of the existing pneumatic control system to direct digital controls (DDC). The project will be constructed under a single prime contract with work to be conducted in sequence, replacing one AHU system at a time with each unit fully operational and tested before replacement of the next unit. The contractor must develop and submit a sequencing plan for acceptance and approval by the using agency prior to processing of the first payment application. The architectural firm responsible for the design is Noelker and Hull Associates, Inc.; the mechanical and plumbing engineer is Burdette, Koehler, Murphy & Associates, Inc.; the structural engineer is Columbia Engineering Inc.; and the kitchen consultant is Nyikos-Garcia Foodservice Design, Inc.

The base bid includes RTU replacement with airflow balancing and conversion of HVAC controls to DDC, with kitchen walk-in cooler/freezer doors, lights, and HVAC systems all to be replaced. Add-Alternate #1 provides for complete replacement of kitchen walk-in cooler/freezers. Unit prices are established for optional work including painting and baseboard replacement on the first floor (approximately 25,000 square feet and 3,575 linear feet), floor tile replacement on the first floor (approximately 13,200 square feet), ceiling tile replacement on the first floor (approximately 13,200 square feet), replacement of two sets of double doors, and replacement of approximately 60 existing fan coil units. The project manual specifies that Minority Business Enterprises are encouraged to respond to this solicitation and references prevailing wage rates where applicable. The contract documents include Instructions to Bidders, General Conditions, payment procedures requiring Schedule of Values submission and progress payments, provisions for Change Orders and Construction Change Directives, and detailed submittal requirements coordinated with a Contractor's Construction Schedule. Contractor must maintain building occupancy throughout the construction period and repair any damage caused by construction operations.
