About this file
This is a No Bid/Proposal Notice and Vendor Feedback Form issued by the State of Maryland for the rooftop unit replacement project at Western Correctional Institution (Solicitation KN-000-220-002A). The form is designed to gather feedback from vendors and contractors who choose not to submit a response to the solicitation or who wish to provide suggestions and concerns regarding the procurement process. The document allows vendors to indicate reasons for non-response, such as conflicting commitments, lack of experience, unclear specifications, insufficient capacity, complexity of state procurement procedures, inability to be competitive, insufficient time for completion or start-up, restrictive bonding or insurance requirements, unreasonable bid requirements, MBE or VSBE compliance challenges, prior unsatisfactory contract experience, or slow payment schedules.
The form requests that vendors provide detailed remarks explaining their concerns or suggestions, along with company contact information including the vendor name, date of submission, contact person, phone number, business address, and email address. Vendors are instructed to return completed forms to the Procurement Officer referenced in the Key Information Summary Sheet accompanying the solicitation. This feedback mechanism is intended to improve the quality of State of Maryland solicitations and make the procurement process more responsive and business-friendly.
