About this opportunity

Keystone Human Services is soliciting a qualified General Contractor to remodel three single-story residential properties in the Wilkes-Barre area of Pennsylvania to achieve full ADA accessibility compliance and bring structures to current building code standards. The three properties—located at 594 Warren Avenue in Kingston, 6 Valleyview Drive in Swoyersville, and 137 Stucker Avenue in Wilkes-Barre—require comprehensive renovation work including the installation of accessible ramps and entries, reconfiguration of bathrooms with ADA-compliant fixtures and finishes, new plumbing systems, electrical upgrades with new lighting and power distribution, HVAC system installation or replacement, exterior improvements such as new vinyl siding and windows, and interior finishes throughout all properties. Bidders must submit electronically via PennBid no later than 10:00 a.m. on June 16, 2026, and are required to attend a mandatory prebid meeting and site walkthrough on May 26, 2026, at 10:00 a.m., beginning at 6 Valleyview Drive; the architect will accept questions from bidders until June 9, 2026. General Contractors must bid on all three houses as a single contract—bidding on only one or two properties is not permitted. The bid form requires itemized breakdowns for each property covering general conditions, demolition, structural work, flooring, bathroom fixtures, kitchen work, exterior improvements, mechanical systems, and plumbing, along with pricing for six allowances totaling $30,000, two unit-price items for brick repointing and replacement, and seven alternate bid items. Prospective bidders must hold valid contractor licenses for Kingston, Swoyersville, and Wilkes-Barre, submit completed Contractor Qualification Statements on AIA Document A305-2020, and demonstrate experience with a minimum of three similar projects; the proposed contract completion time is 180 calendar days from project kick-off.

The project is partially funded by the Redevelopment Assistance Capital Program (RACP), which imposes compliance requirements including adherence to the Pennsylvania Steel Products Procurement Act and prevailing wage requirements. Bidders must provide evidence of proper licensing and submit qualifications as required supplements to the bid form, with no specific set-aside designations or restrictions on organization types identified in the procurement documents. The contract will be awarded to a single prime contractor responsible for all three properties and requires 100 percent performance and payment bonds, comprehensive insurance coverage, and compliance with AIA Document A101-2017 as the standard agreement form with AIA General Conditions A201-2007 supplemented by project-specific conditions. No incumbent vendors or current contractors are identified, and no specific technology integration requirements are noted beyond standard construction administration and building code compliance. While an exact total project budget is not explicitly stated in the available documents, the bid allows for six allowances totaling $30,000 and includes multiple alternate bid items, suggesting a substantial project value appropriate for comprehensive residential rehabilitation work across three properties.
