About this opportunity

The Orange County Transportation Authority (OCTA) is requesting bids on janitorial supplies under IFB 250089, with bids due December 11, 2025 at 11:00 a.m. and written questions due November 13, 2025 at 5:00 p.m. The procurement is subject to DBE participation requirements under Title 49 CFR Part 26; the specific DBE goal percentage is pending finalization.

The scope covers 19 line items of janitorial supplies—paper products, cleaning supplies, soaps, dispensers, and related materials—to be delivered on an as-needed basis to two facilities: Santa Ana Base (4301 West MacArthur Boulevard) and Garden Grove Base (11800 Woodbury Road). Deliveries must occur within four days of order receipt during business hours Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding holidays. All supplies must be new and unopened with manufacturer numbers and descriptions. Bidders must submit pricing for all 19 line items on a fully-burdened firm fixed unit basis including shipping, direct costs, indirect costs, and profits under F.O.B. destination terms. A miscellaneous discount provision allows unlisted items at published list price less a stated discount, weighted at 10 percent for cost analysis with the lump sum total weighted at 90 percent. Estimated quantities are for evaluation purposes only and do not guarantee minimum or maximum usage. The contractor must maintain Commercial General Liability coverage with $1,000,000 per occurrence / $2,000,000 general aggregate, Automobile Liability with $1,000,000 combined single limit, and Workers' Compensation coverage as required by California.

The contract budget is $200,000 for an initial one-year term (January 1, 2026 through December 31, 2026) with one optional one-year renewal term. All pricing must remain firm and fixed for the entire contract period with no increases or surcharges. Award will be made to the lowest responsive and responsible bidder, though OCTA reserves the right to award to multiple bidders or cancel the IFB. The contract is subject to Davis-Bacon prevailing wage requirements and California Public Contract Code Section 3400 brand-name compliance. All hazardous materials require Safety Data Sheets meeting CAL-OSHA standards and South Coast Air Quality Management District volatile organic compound standards. A one-year warranty covers all delivered items, with Authority rights to return nonconforming goods at bidder's expense.
