The facility includes 5,821 square feet of vinyl tile, 15,282 square feet of carpet, 6,890 square feet of ceramic tile, 50 toilets, 53 sinks, and 8 urinals. All janitorial supplies and equipment must comply with Maryland Green Purchasing Committee specifications and emphasize environmentally preferable products; contractors must procure from Blind Industries and Services of Maryland (BISM) where available. Bidders must demonstrate three consecutive years of entity formation, three complete consecutive years of comparable janitorial service performance within the past five years, and provide three references.

The contract term is five years (December 1, 2026 through November 30, 2031) with no renewal options. The previous contract valued $92,400 annually; the incumbent is Diversified. Contractors must maintain Commercial General Liability insurance of $1 million per occurrence / $3 million annual aggregate and Workers' Compensation of at least $1 million per occurrence, pay applicable Tier 1 Living Wage rates, submit payroll documentation, and comply with Maryland nondiscrimination and prompt-pay requirements. Pricing must be fully loaded and submitted via Excel Price Form (Attachment B). Written questions are due August 4, 2026 at 4:00 p.m. Amendment 1 corrected the contract end date to November 30, 2031, affecting Year 5 pricing.
