PRE-BID SCRIPT

BPM04870

Janitorial Services for the Towson District Court

Tuesday, July 28, 2026, 10:00 a.m. Local

Good morning, everyone. Welcome to the Pre-Bid Conference for Janitorial Services at the Towson District

Court. A site visit follows immediately after but is not mandatory. My name is Jonicia Tucker, Procurement Officer with the Department of General Services. The solicitation number is BPM04870.

[Allow attendees to introduce themselves.]

This is a five (5) year base contract from December 1, 2026 through November 30, 2031, no renewal options, with a 5% MBE goal and a Small Business Preference designation. I do not have someone from our Procurement

Review Group available today to discuss the MBE goal directly. Take home documents outline it. Please send any goal related questions to me in writing and I will route them to the Procurement Review Group for a response.

The purpose of today is to clarify questions on the specifications before you bid on eMMA. Any specification changes will be issued as a written Amendment per COMAR 21.05.02.07 and nothing said today changes the IFB unless amended in writing. Bid documents are on eMMA at procurement.maryland.gov. Contact the eMMA help desk at emma.helpdesk@maryland.gov if needed. Vendors must be registered on eMMA to receive an award.

Review the full solicitation carefully. After bid opening you will no longer be able to access the solicitation forms and attachments, so retain your copies.

By submitting a bid, the vendor represents it is not in arrears on any obligation owed to the State, including taxes and employee benefits, at bid time or during the contract term. Your company name in eMMA must exactly match your registration with the Comptroller and SDAT. Out of state businesses must be registered with the Comptroller and hold a Maryland business license and resident business office.

Bids are due no later than Tuesday, August 25, 2026, at 4:00 PM Local Time.

Required documents are in Section 4, page 55 of the IFB: Mandatory Affidavits A, G, I, M, U, V, and any amendments — Bid/Proposal Affidavit (A), Living Wage Requirements (G), Conflict of Interest Affidavit (I), Company Profile (M), Contract Affidavit (U), and DHS Hiring Agreement (V). All amendments issued must be acknowledged.

Only the IFB and its amendments reflect the State's official position. Anything discussed at a walkthrough that is not brought to my attention in writing does not count as the State's position. References in your Company Profile will be contacted, please make sure they are aware and know to respond within three (3) working days.

If you need to take exception to a specification or believe something is unreasonably restrictive, tell me now or in writing before Tuesday, August 4, 2026, at 4:00 PM Local Time. After bid opening, exceptions are not accepted.

Questions submitted after this deadline will be answered as time allows but a response cannot be guaranteed.

Contracts over $200,000 require electronic funds transfer payment before Board of Public Works approval, and submitting a bid means you agree to that.

Now I will turn it over to the agency to discuss the scope of work and specifications.

Thank you for attending. Please send any further questions in writing to Jonicia.Tucker1@maryland.gov. Good luck!
