About this file
This is a Vendor Q&A Summary document issued by the Department of General Services for the State of Maryland regarding janitorial services at the Towson District Court under Solicitation Number BPM048760. The contract solicitation seeks janitorial services for the Towson District Court facility and specifies detailed staffing and scheduling requirements. The contractor must provide one dedicated Day Porter working 9:00 a.m. to 3:00 p.m., Monday through Friday, except State holidays. Evening cleaning operations must occur between 5:00 p.m. and 11:00 p.m., Monday through Friday, with contractor discretion on staffing levels capped at four to five employees based on the building's square footage. All daily janitorial tasks, including holding cell cleaning, trash removal, paper product refilling, disinfection, and floor mopping, must be completed during these designated hours. Any work outside standard hours or on State holidays and weekends requires prior written approval from the Contract Monitor. Pre-bid conference attendance was not mandatory, though it may be considered for evaluation purposes if an MBE waiver request is submitted. The current contract term is five years with no renewal options.
The previous contract was valued at $92,400.00 annually, totaling $277,200.00 over the three-year base term plus $184,800.00 for the two-year option period. The incumbent contractor is Diversified. The document notes that the prior three-year contract with two one-year renewal options required a mid-term replacement contractor when the original vendor departed. This new solicitation represents a shift to a longer five-year term structure without renewal provisions.

Vendor Q&A Summary Janitorial Services at the Towson District Court MSC
Solicitation Number: BPM048760
Answered from the IFB
1. Was attendance at the pre-bid meeting mandatory?
No. Attendance was not mandatory, though it may be considered as part of the evaluation of a bidder's good faith efforts if an MBE waiver request is submitted later.

2. Is the Day Porter expected to be a dedicated staff member on site from 9:00 AM to 3:00 PM each weekday?
Yes. The Contractor is required to provide one Day Porter to work 9:00 a.m. to 3:00 p.m., Monday through Friday, except State holidays.

3. For the evening cleaning shift, is there a minimum staffing level, or is staffing left to the contractor's discretion?
Staffing is left to the Contractor's discretion, within a cap. Due to the building's square footage, no more than four to five employees may be assigned to the evening staff.

4. Is the team permitted to work overnight at their discretion to complete required services?
No. All janitorial tasks must be performed between 5:00 p.m. and 11:00 p.m., Monday through Friday. Any work outside those hours, or on State holidays or weekends, requires prior written approval from the Contract Monitor.

5. Can Friday evening cleaning be shifted to Saturday after sundown for religious observance, provided service levels are maintained?
This would fall under the existing approval process for work performed outside standard hours. Weekend work already requires prior written approval from the Contract Monitor, so a schedule shift of this kind would be handled through that same process rather than a separate exception.

6. How often are the holding cells required to be cleaned under the contract?
Daily. Holding cells are included in several daily tasks: trash removal, refilling paper products (toilet paper only, for use when requested), disinfecting basins and toilets, and mopping detention area floors.

Additional Context
Confirming the $93,000 figure and current contract term.
The $93,000 reflected the previous contract, which was a three-year base term with two one-year renewal options.
That contract required a mid-term replacement contractor after the original contractor left partway through. This contract's term is five years, with no renewal options. The most recent contract award to the incumbent, Diversified, was valued at $92,400.00 per year, or $277,200.00 over the 3 year base term, plus an additional $184,800.00 for the
2 year option.
