About this file

This is a Maryland Green Purchasing Committee Approved Specification for Janitorial Supplies, revised and reissued in 2022, applicable to state and local government procurement in Maryland, including the Towson District Courthouse. The specification establishes mandatory environmental and performance standards for four primary categories of janitorial products and services: cleaning and facility maintenance chemicals, janitorial supplies and equipment, disposable paper products, and powered janitorial equipment. Contractors are required to comply with minimum requirements across all categories, including certifications from recognized third-party organizations such as Green Seal, UL ECOLOGO, and US EPA Safer Choice for chemical products. The specification prohibits aerosol containers, products containing mercury or certain hazardous substances, and items with excessive recycled content deficiencies. All concentrated cleaners and disinfectants must be available with controlled-dose dispensing systems, spill-resistant packaging, or portion-control formulations, with preference given to vendors offering free dispenser installation. The specification encompasses detailed requirements for disinfectants and sanitizers, which must be EPA-registered, contain only approved active ingredients, and exclude carcinogens, reproductive toxins, and designated asthmagens, with vendors required to provide training on proper product use.

The specification establishes comprehensive environmental criteria for powered equipment, including vacuum cleaners certified by the Carpet and Rug Institute with sound levels below 70 dBA, carpet extraction equipment meeting Bronze-level CRI standards, and hand dryers operating below 80 dBA with maximum 1500-watt energy consumption. Disposable paper products must meet EPA Comprehensive Procurement Guidelines for post-consumer recycled content, with toilet paper requiring 20 percent and paper towels requiring 40 percent post-consumer recycled content. Contractors must provide annual sales data and green purchasing reports detailing third-party sustainability certifications and environmental attributes of products sold. The specification requires all environmental claims comply with Federal Trade Commission guidelines and encourages bidders to exceed minimum requirements where cost-competitive. Bidders must provide documentation and links to third-party certifications, technical data sheets, and safety data sheets verifying compliance, with the State reserving the right to request quarterly sales data during the contract term. No specific contract award date, term length, or pricing information is included in this specification document.
